Primary Role Purpose

The Consultancy & Resourcing Advisor manages the full cycle of consultant engagement, deployment, and retention supporting client operations across the Middle East and North Africa (MENA) region. This role serves as the key liaison among consultants, clients, and internal teams to ensure efficient fulfillment of consultant requirements while upholding high standards of service, engagement, and satisfaction.

Key Responsibilities

• Build and sustain a comprehensive network of consultants across disciplines such as Operations, Maintenance, Wells, Engineering, Projects, Construction, Commissioning, Turnaround, and Asset Management.
• Maintain and expand a qualified pipeline of talent to support current contracts and future opportunities.
• Source consultants through direct recruitment, referrals, market mapping, and industry engagement, while maintaining databases and workforce planning tools.
• Provide insights into market availability, compensation trends, and competitor activities.
• Manage consultant lifecycle stages including onboarding, compliance checks, deployment, contract extensions, and demobilization.
• Serve as the main contact for consultants throughout their assignments, ensuring support with payroll, travel, accommodation, and operational issues.
• Develop and nurture strong relationships with clients, understanding their workforce needs and aligning resourcing strategies effectively.
• Coordinate with internal departments (HR, Operations, Commercial, Finance, Procurement) to ensure smooth consultant mobilization and compliance.
• Oversee consultant wellbeing and engagement initiatives, promptly addressing concerns to enhance retention.
• Assist with commercial aspects such as proposal preparation, rate negotiations, contract administration, and invoice verifications.
• Drive business development efforts by providing consultant market intelligence, enhancing workforce solutions, and supporting consultancy service growth across the MENA region.

Experience and Skill Requirements

• Bachelor’s degree preferred in Human Resources, Business Administration, Engineering, or related fields.
• Minimum of eight years’ experience in recruitment, manpower supply, workforce solutions, or consultancy services.
• Relevant background in Oil & Gas, Energy, Industrial Services, or Asset Management sectors.
• Proven ability to manage consultant populations and contractor workforces, engaging directly with clients and senior stakeholders.
• Experience supporting cross-border mobilization and workforce deployments within the MENA region.
• Strong relationship management, communication, and influencing skills.
• Commercially aware with comprehensive understanding of consultant workforce models.
• Capability to manage multiple priorities under tight deadlines.
• Proficient in candidate sourcing, talent networking, and knowledgeable in mobilization, visa, and compliance requirements.
• High organizational aptitude with experience using recruitment, workforce planning, and CRM/ATS technologies.
• Advanced skills in reporting, data analysis, problem-solving, and conflict resolution.
