Job Summary

The Supply Chain Officer will manage supply chain operations within the humanitarian response team located in Borno, Nigeria. The role entails oversight of procurement, warehousing, stock control, and fleet management, ensuring processes adhere to Save the Children's guidelines and donor policies. This post is graded at level 4 with a contract duration of one year and involves regular contact with children, requiring compliance with safeguarding protocols.

Key Responsibilities

  • Manage procurement activities for the field office, adhering strictly to approved procedures and documentation standards such as purchase requests, orders, goods received notes, and service completion forms.
  • Conduct local market research on availability and pricing of items; coordinate with the country office for procurement requiring centralized processing.
  • Generate weekly summaries tracking all pending purchase requisitions, their statuses, and expected delivery timelines.
  • Prepare monthly reports detailing procurement and logistics functions, highlighting operational challenges and suggested solutions.
  • Work closely with finance to monitor procurement and logistics costs, ensuring alignment with approved budgets.
  • Arrange and coordinate meetings and conferences, ensuring quality and cost efficiency.
  • Maintain and update procurement and contract trackers at the field level.
  • Ensure that all procurement and logistics activities comply with safeguarding policies, promptly reporting any concerns and promoting safe practices among all stakeholders to prevent exploitation or abuse.
  • Maintain communication protocols and ensure effective training and operation of communication systems in the field office.
  • Report any security incidents timely through proper channels and secure all office equipment and supplies.
  • Update and maintain comprehensive contact databases for INGO partners, donors, and embassies, and manage electronic and physical filing systems for easy access.
  • Organize procurement files accurately and keep them up to date.
  • Produce and distribute weekly procurement trackers to the field and country teams.
  • Comply with organizational policies on child protection, conduct, fraud prevention, health and safety, and equal opportunity.
  • Collaborate effectively with finance and administration to support smooth operational functioning.
  • Undertake additional duties as assigned by the line manager.

Qualifications and Experience

  • Minimum of three years post-national service experience in supply chain, procurement, contracting, or related technical fields.
  • Bachelor's degree in a relevant technical discipline.
  • Basic competencies in people management.
  • Desirable: Chartered Institute of Purchasing and Supply (CIPS) qualification.
  • Extensive experience in international procurement and contract management including strategic procurement planning.
  • Field logistics experience with international NGOs in development and emergency contexts.
  • Understanding of institutional donors' procurement and logistics compliance requirements.
  • Strong interpersonal and communication skills with abilities in influencing, negotiation, and coaching.
  • Problem-solving skills to handle complex challenges and secure consensus.
  • Commitment to organizational values and policies.
  • Flexibility to modify working hours and travel at short notice in emergencies, including extended deployments.
  • Highly organized with strong administrative skills and ability to develop effective filing and database systems to maintain audit trails.
  • Proficient computer skills in Word, Excel, and PowerPoint.
