Job description

About the Role

We seek a seasoned Solution Architect to lead the design and ownership of end-to-end technical solutions for substantial Application Development & Maintenance (ADM) and Application Managed Services (AMS) projects within the Public Sector domain. This role requires translating the requirements and business goals of government agencies into scalable, secure, and robust architectures that encompass applications, integration, data, and cloud environments. The architect will oversee the solution through its design, build, and delivery phases.

This position bridges client engagement with technical execution, involving direct collaboration with government stakeholders during solution design and bidding processes. Additionally, it requires close partnership with Business Analysts, Project/Delivery Managers, and engineering teams to ensure the delivered solutions meet design specifications, are timely, cost-effective, and comply with Singapore’s public sector technology standards.

Key Responsibilities

  • Lead architecture design for major ADM/AMS initiatives, covering application, integration, data, and infrastructure/cloud elements as necessary.
  • Interpret client needs, assess the existing IT environment, and align these with business goals to create detailed solution architectures and design documents, both high-level and low-level.
  • Use established architecture frameworks and standards such as TOGAF to guarantee solutions are scalable, maintainable, and coherent.
  • Specify component designs, reusable architectural patterns, and technology decisions reflecting public sector requirements like security, data locality, and compliance.
  • Develop cloud-native and microservices-oriented architectures where applicable, with consideration for leading cloud platforms and specific Singapore Government cloud environments.
  • Serve as a trusted technical advisor to government clients by clearly explaining intricate technical matters during workshops, whiteboard sessions, and presentations.
  • Support sales and bidding activities by contributing to proposals, RFI/RFP responses, estimation of solutions, and technical strategies for Public Sector projects.
  • Collaborate with senior client and internal stakeholders to ensure architectural decisions align with wider enterprise strategies and delivery constraints.
  • Establish strong working relationships with Business Analysts, Project and Delivery Managers, and other service line leaders including Infrastructure, Security, Data & AI teams.
  • Work closely with delivery groups through build, test, and deployment phases to maintain the fidelity of architecture implementation.
  • Offer technical advisory and design assurance during the engagement lifecycle, proactively addressing architecture-related risks and challenges.
  • Participate in governance processes including design reviews, architecture review boards, and technical deliverables quality assurance.
  • Drive continual enhancement of solutioning practices, reusable assets, and architectural playbooks adapted for Public Sector engagements.

Qualifications and Experience

  • Extensive experience totaling roughly 10 to 15+ years in IT solution architecture and consulting roles.
  • Successful track record designing and deploying large ADM/AMS solutions, especially for government or public sector entities.
  • Strong knowledge of Singapore’s Public Sector technology environment or quick adaptability to relevant frameworks and government cloud technologies.
  • Familiarity with microservices designs, common technology stacks such as Java and .NET, data platforms, ERP systems, and major cloud providers.
  • Working proficiency with architecture frameworks like TOGAF and familiarity with both Agile and traditional delivery methodologies.
  • Experience in pre-sales activities, including proposal contribution and technical bidding, is advantageous.
  • Excellent communication skills, capable of engaging technical and executive-level stakeholders effectively.
  • Proven ability to operate under ambiguity and rapid pace, providing clarity with structured and logical technical reasoning.
  • A relevant tertiary qualification in Computer Science, IT, Engineering, or a related field, or equivalent experience; certifications such as TOGAF or cloud architecture credentials are preferred.
