Software Manager

Job Overview

We seek a seasoned Software Manager to lead software engineering efforts for a significant public sector ICT initiative in Singapore. The role involves guiding the development team, ensuring architectural integrity, delivery excellence, quality assurance, security adherence, and system integration while complying with governmental and industry benchmarks.

Primary Responsibilities

• Direct and supervise the software engineering team through the complete software development lifecycle, from design phase to deployment and ongoing maintenance.
• Establish and uphold standards for software engineering practices, coding, testing protocols, configuration management, and documentation.
• Provide expert technical guidance on technologies such as C#, Microsoft SQL Server, Azure, and enterprise application environments.
• Manage application and system integration using technologies like REST APIs, IBM MQ, and IBM App Connect Enterprise (ACE).
• Collaborate effectively with infrastructure, cybersecurity, quality assurance, architects, and project teams to guarantee successful project delivery.
• Lead technical and architectural review sessions involving customers, vendors, and government stakeholders.
• Promote software quality through methods including unit testing, code reviews, security scanning, defect resolution, and root cause analysis.
• Ensure development practices meet security standards and are compliant with IM8, ISO 27001, ISO 9001, and ISO/IEC 12207 requirements.
• Monitor development progress, manage risks and dependencies, and track engineering deliverables against planned project milestones.

Candidate Requirements

• Bachelor's degree in Computer Science, Software Engineering, or a related field.
• A minimum of 8 to 12 years in software development with demonstrated experience in technical leadership and team management.
• In-depth expertise in C# and Microsoft SQL Server development environments.
• Proven capability managing enterprise-level software teams and handling complex system integration tasks.
• Strong knowledge of software development lifecycle (SDLC), DevSecOps, software quality, and secure development methodologies.
• Excellent leadership, stakeholder engagement, analytical thinking, and problem-solving abilities.
• Experience working with Singapore public sector or GovTech projects and familiarity with IM8 standards is highly advantageous.
• Awareness of relevant certifications and standards such as ISO 9001 and ISO/IEC 27001 is a plus.
• Additional beneficial skills include expertise in Azure Cloud, Power BI, IBM MQ/ACE, and REST API integrations.
