Site HSE Manager

About the Role

Hitachi Energy operates globally in over 90 countries, providing advanced systems and software solutions to the energy sector. The HVDC product group seeks a seasoned Site HSE Manager to enhance their project team at the HVDC mega-project site in the Makkah Region. This pivotal role involves overseeing all Health, Safety, and Environmental functions in line with corporate, regulatory, and client standards, counseling and aiding the project team to ensure safe and compliant project execution. The role reports operationally to the Site Manager and functionally to the Regional HSE Manager for APAC/MENA, and requires on-site presence.

Key Responsibilities

• Assist the project team in establishing, organizing, and refining project-specific Health, Safety, and Environmental management systems, including Site HSE Plans, Emergency Preparedness & Response Plans, and Construction Traffic Management Plans.
• Contribute to the development and review of safety-related documentation such as Risk Assessments, Method Statements, and Permit to Work systems.
• Serve as the primary HSE liaison for the site, project, and management, coordinating closely with frontline managers on HSE issues.
• Collect and report leading and lagging safety indicators to facilitate comprehensive KPI reporting.
• Collaborate effectively with clients, subcontractors, and other stakeholders, maintaining strong HSE communication channels.
• Coordinate site operations to identify hazardous simultaneous activities, ensuring adherence to approved Safe Systems of Work.
• Organize and lead HSE-focused campaigns including toolbox talks, safety briefings, live demonstrations, and emergency drills.
• Provide expert guidance on HSE-related matters to on-site teams.
• Lead investigations into site incidents to identify root causes and ensure corrective/preventative measures are implemented and documented within the company’s incident management system.
• Analyze incident and hazard data to detect trends and recommend risk mitigation strategies.
• Maintain high visibility on-site through regular targeted inspections and engage personnel in meaningful safety discussions.
• Be an active promoter of Hitachi Energy’s HSE processes and behavioral safety initiatives, supporting site personnel through coaching and encouragement.
• Champion the company’s environmental commitments by endorsing standards and ensuring compliance with site-specific environmental protection protocols such as waste management and hazardous substances handling.

Qualifications and Experience

• Bachelor’s degree in electrical or mechanical engineering.
• At least five years’ experience as a Site Manager within construction projects, especially in the Middle East's energy sector or related industries involving medium to large-scale projects.
• Certified HSE qualification such as NEBOSH or similar credential.
• Proven extensive experience in managing HSE aspects of similarly complex project businesses.
• Fluency in both Arabic and English, spoken and written.
• Familiarity with ISO 45001 standards; internal auditor certification in ISO 45001 considered a plus.
• Formal training in incident investigation methodologies.
