About the Role
We are seeking a Senior Technical Program Manager to join a partner company based in the United Arab Emirates. This leadership role involves managing complex technical initiatives within a rapidly evolving AI-powered product and engineering organization. You will oversee program structuring, scheduling, dependency handling, operational rhythms, and visibility for a portfolio of technical projects, ensuring engineering and product teams remain synchronized in a fast-paced AI-native setting. Collaboration with engineering leads and product managers to deliver platform enhancements, system integrations, migrations, and cross-functional initiatives is a key part of the role. Your technical expertise will support navigation of system architecture, APIs, integrations, and trade-offs, while also contributing to the development of scalable TPM processes, documentation, templates, and best practices. This position operates remotely within the EMEA region and collaborates frequently with a London-based team.
Primary Responsibilities
- Implement and maintain efficient operational rhythms to align teams and move decisions forward with minimal bureaucracy.
- Ensure timely decision-making with appropriate stakeholder involvement and clear documentation for transparency and accountability.
- Facilitate recurring engineering meetings, including planning sessions, standups, retrospectives, and demos.
- Create and manage detailed workback plans and dependency maps covering multiple releases, integrations, migrations, and engineering initiatives.
- Keep project tracking accurate and current using tools like Linear, including issue labeling, estimation, assignment, and status updates.
- Deliver trustworthy reporting on production issues, ongoing work, blockers, and program health to stakeholders without excessive meetings.
- Identify risks in technical execution, delivery, and scheduling early; challenge unrealistic assumptions and enforce readiness gates before commitments.
- Lead complex programs end-to-end, coordinating scope, sequencing, delivery, trade-offs, and communications across multiple teams.
- Manage dependencies and handoffs across teams by resolving bottlenecks directly with leads, minimizing avoidable escalations.
- Apply a structured escalation framework to distinguish on-track programs from those needing leadership intervention.
- Lead initial incident response and client-related issue triage within your domain, routing issues effectively without overburdening engineering resources.
- Translate technical challenges and constraints into clear, audience-appropriate updates for non-technical stakeholders while aligning engineering with business goals.
- Maintain an up-to-date and concise portfolio overview for leadership and TPM teams, adjusting detail level as needed.
- Produce clear weekly status reports outlining program progress, risks, dependencies, and decisions for stakeholders and leadership.
- Assist product and engineering leadership in tracking and reporting OKRs (objectives and key results), converting progress into clear summaries.
- Contribute to the evolution of TPM practices, including the creation of documentation, templates, operational cadences, and tracking tools suitable for organization-wide use.
- Measure program success through effective operating rhythms, reliable plans, on-time delivery, early risk detection, decreased unnecessary escalations, and sustainable program management practices.
Key Qualifications
- Minimum of six years of experience in Technical Program Management, preferably within AI/ML, platform infrastructure, developer tools, or similarly technical settings.
- Proven track record in leading complex programs involving multiple teams, dependencies, and tight external deadlines.
- Strong technical literacy with the ability to comprehend system architecture, APIs, integration designs, technical dependencies, and platform trade-offs without serving as the primary engineer.
- Engineering experience is highly advantageous, especially for those who have transitioned from engineering roles into TPM.
- Excellent analytical and organizational capabilities to convert ambiguous requirements, incomplete specs, and diverse stakeholder inputs into actionable plans.
- Exceptional communication skills—written and verbal—to provide succinct executive updates and detailed technical dependency information tailored to different audiences.
- Sound judgment in prioritization, escalation handling, risk mitigation, and stakeholder alignment.
- Proactive and hands-on problem solver who coordinates teams efficiently rather than relying on escalations.
- Experience contributing to the development of TPM functions, processes, templates, and best practices is a plus.
- Background in high-growth scale-up environments is desirable.
- Experience in organizations that both develop infrastructure and operate it for real customer use adds value.
- Ability to collaborate effectively remotely across EMEA time zones with frequent contact with teams based in London.
