Job description

About the Role

Join Parsons as a Senior Risk Manager and lead the comprehensive risk management activities across a large-scale Giga Program focused on roads, civil infrastructure, and structural works. This pivotal position demands a strategic and hands-on leadership approach over the entire program lifecycle to identify, assess, and mitigate risks impacting cost, schedule, scope, quality, safety, and compliance. You will collaborate closely with multidisciplinary teams including design, procurement, commercial, construction, project controls, and delivery teams to safeguard program objectives.

Key Responsibilities

  • Design, deploy, and maintain an integrated risk management strategy, framework, and reporting procedures tailored for the program.
  • Drive risk management processes across all project stages from concept through to handover for roads, bridges, tunnels, and related civil and structural works.
  • Standardize risk management best practices among consultants, contractors, and delivery partners, ensuring alignment with organizational governance.
  • Advise senior leadership on significant risks, threats, and opportunities, facilitating proactive, transparent risk cultures without surprises.
  • Lead risk identification workshops and evaluate risks in multiple domains such as earthworks, drainage, structural systems, land acquisition, and construction methodologies.
  • Conduct rigorous quantitative analyses for cost and schedule risks including Monte Carlo simulations, sensitivity assessments, and confidence-level evaluations.
  • Establish and manage cost and schedule contingencies, risk allowances, and reserves, regularly reviewing their adequacy and utilization.
  • Develop actionable risk mitigation plans, monitor their effectiveness, and integrate risk responses into key project management components.
  • Maintain detailed risk registers and reports, providing executive summaries and escalating material risks appropriately within governance frameworks.
  • Support procurement and commercial functions by assessing contract risk allocations and supplier risk profiles, ensuring risks are adequately priced and managed.
  • Collaborate with diverse stakeholders to manage inter-package and multi-organizational risks and foster consistent risk exposure understanding.
  • Lead and mentor risk management professionals, build capability programs, and promote adherence to quality standards in risk tools and methodologies.

Required Qualifications & Experience

  • Bachelor’s degree in engineering, construction management, project management, risk management, quantity surveying, finance, or a closely related field.
  • A minimum of 15 years’ proven experience in risk management, especially with major infrastructure, construction, or capital investment programs.
  • Professional risk management certification (e.g., PMI-RMP, IRM, APM, RIMS-CRMP) is mandatory.
  • Project or program management certification such as PMP or PRINCE2 is advantageous.
  • Extensive experience managing risks related to roads, highways, bridges, tunnels, earthworks, utilities, and structural works.
  • Expertise in hands-on quantitative cost and schedule risk analysis, contingency management, and integrated risk governance.
  • Demonstrated ability to engage with contractors, suppliers, and consulting teams to review and manage risk registers and commercial risk elements.
  • Familiarity with risk modeling tools and the ability to lead large, multidisciplinary workshops effectively.
