Key Duties and Responsibilities
- Lead the MEP QS team to manage all commercial aspects across a portfolio of MEP projects.
- Oversee the entire QS process encompassing pre-contract, post-contract, and final account stages.
- Prepare, review, and submit monthly Interim Payment Applications (IPCs), progress billings, and associated documentation to main contractors and consulting firms.
- Track project cash flows, monthly billing targets, payment certifications, outstanding receivables, and retention releases.
- Identify, prepare, submit, negotiate, and follow up on MEP Variation Orders (VOs), Change Orders, and contractual claims.
- Analyze contractual drawings, specifications, Bills of Quantities (BOQs), and all revisions to identify changes in scope and extra work requirements.

- Evaluate quotations from subcontractors and suppliers, reviewing purchase orders and material cost variations to maintain commercial accuracy and control expenses.
- Critically review and challenge main contractor and consultant assessments, deductions, back charges, and rejected variation claims to safeguard contractual entitlements.
- Manage Extension of Time (EOT) submissions, disruption claims, prolongation costs, and other contractual claims following contract terms and FIDIC standards.
- Monitor project budgets, forecasts, commitments, variations, and commercial risks to aid strategic decision-making by management.
- Collaborate closely with project managers, site engineers, procurement, planning, finance, and technical teams to ensure prompt submission of commercial documents and achievement of billing goals.
- Prepare comprehensive monthly commercial reports, variation trackers, billing forecasts, cost-to-complete estimations, and management dashboards.
- Conduct commercial meetings and negotiations with contractors, consultants, and clients to resolve pending assessments, variations, and payment matters.
- Lead final account preparation, reconciliation, negotiation, and closure processes, including outstanding variations, claims, and deductions.
- Enforce strict compliance with contract terms, project procedures, commercial policies, and documentation standards.
- Mentor and supervise QS team members, allocate work effectively, perform submission reviews, monitor deliverables, and ensure timely completion of all commercial tasks.
- Report critical commercial issues, payment risks, outstanding variations, and financial performance updates to senior management.
