Senior Development Manager

Position Summary

VIMG Australia is searching for an experienced and proactive Senior Development Manager to oversee the planning and execution of a significant master planned land subdivision project in Perth, Western Australia. This pivotal leadership role requires a minimum of eight years in land development, a robust background in civil engineering, superior contractor management and scheduling skills, and a proven track record in delivering integrated community developments.

Key Responsibilities

• Lead the vision, strategic direction, and implementation of a large-scale master planned community from initial feasibility through to completion.
• Manage the master planning process by integrating land use, infrastructure, public amenities, and urban design.
• Develop comprehensive development programs to meet timelines, budgets, and project scope requirements.
• Oversee contractor and consultant procurement, administration, and performance evaluation.
• Maintain and cultivate relationships with key stakeholders such as state government bodies, local councils, planning authorities, and utility companies.
• Navigate approvals, zoning, infrastructure contributions, and coordinate service agreements effectively.
• Control and monitor project financial models, budgets, and reporting mechanisms.
• Promote sustainability, community engagement, and placemaking principles throughout the project lifecycle.
• Lead, mentor, and foster a high-performing internal team culture.

Required Qualifications and Experience

• Proven expertise in conducting comprehensive land development feasibility analyses independently.
• Relevant tertiary qualifications in Civil Engineering, Urban Development, or closely related fields such as Construction Management, Project Management.
• At least eight years of hands-on experience in residential land development, specifically focused on master planned or large-scale subdivision projects.
• Demonstrated success in delivering multi-stage subdivisions integrating infrastructure elements.
• Established relationships and negotiation experience with Western Australian state and local government agencies.
• Advanced proficiency in contract management, construction techniques, and infrastructure delivery processes.
• Skilled in project programming and delivery tools including MS Project, Primavera, and Estate Master.
• Strong strategic thinking, commercial awareness, and financial literacy.
• Experienced in leading multidisciplinary teams and diverse consultant groups.

Preferred Attributes

• Knowledge of Western Australian regulatory frameworks such as DPLH, WAPC, Western Power, and local council processes.
• Understanding of community development practices, housing types, and town center activation strategies.
• Experience coordinating infrastructure and managing public-private partnerships.
• Exceptional communication skills, political insight, and stakeholder management capabilities.
