Job Overview
We are looking to hire a Senior Cost Control Engineer to oversee cost planning, tracking, and reporting for large-scale landscape and infrastructure projects based in Saudi Arabia. The successful candidate will ensure projects maintain financial discipline, adhere to budgets, and adopt proactive measures in cost management throughout all project phases.
Primary Responsibilities
- Develop and maintain comprehensive project budgets, cost plans, and cash flow forecasts.
- Set cost baselines consistent with project scope and contractual stipulations.
- Provide support to tender teams through data provision, benchmarking, and use of historical cost information.
- Monitor project expenses versus budget, identifying and investigating variances.
- Generate routine cost reports, including earned value analysis (EVA).
- Oversee commitments, expenditures, and anticipate final project costs.
- Assist contract administrators with variations, claims, and change orders processing.
- Review subcontractor payments and assess progress valuations.
- Conduct cost impact assessments related to design modifications and site-related factors.
- Prepare comprehensive cost reports for management and client review.
- Collaborate closely with project managers, planners, and procurement personnel.
- Offer insights and actionable recommendations to optimize project expenditures.
- Identify potential cost risks and develop mitigation strategies.
- Engage in value engineering to enhance cost efficiency.
- Ensure adherence to cost control processes aligned with project goals and schedules.
Qualifications and Requirements
- Bachelor’s degree in Civil Engineering, Quantity Surveying, or an allied discipline.
- 8 to 12 years of proven experience in cost control for construction projects.
- Experience handling landscape, infrastructure, or large-scale development projects within Saudi Arabia.
- In-depth knowledge of cost control systems, budgeting methodologies, and forecasting techniques.
- Familiarity with contract frameworks, preferably FIDIC, and commercial contract management.
- Advanced expertise in Excel and familiarity with cost control/reporting software such as Primavera P6, SAP, or equivalents.
- Excellent analytical skills and ability to prepare detailed reports accompanied by strong communication capabilities.
Preferred Experience
- Exposure to major projects like ROSHN, NHC, Qiddiya, or comparable giga-projects.
- Background working in contractor or EPC (Engineering, Procurement, and Construction) environments.
- Experience managing projects with budgets exceeding 100 million SAR.
