About the Role
We are seeking a Senior Business Analyst with substantial expertise in leading business analysis on major Information and Information Technology (I&IT) projects within government or public sector contexts. The role involves leading complex enterprise initiatives, engaging multiple stakeholders, and ensuring compliance with relevant standards.
Key Responsibilities
- Lead business analysis efforts across sophisticated enterprise I&IT projects.
- Gather and analyze business and functional requirements using stakeholder interviews, workshops, and JAD sessions to document and validate needs.
- Develop comprehensive business cases, feasibility assessments, cost-benefit analyses, and strategic advice.
- Produce detailed business and technical documentation including Business Requirements Documents (BRDs), functional specs, user stories, use cases, wireframes, process flows, and traceability matrices.
- Perform business process mapping, re-engineering, data flow modeling, sequence diagrams, and conceptual/logical data modeling to visualize business operations.
- Work closely with business leaders, architects, developers, testers, and project managers throughout project lifecycles.
- Create user stories and define acceptance criteria while collaborating with Agile and DevOps teams.
- Prepare enterprise architecture documentation such as Checkpoint/Gating Matrices, Logical and Physical Documentation, Deployment Models, Business Architecture Approaches, Data Flow and Sequence Diagrams, as well as ACT and ARB approval materials.
- Ensure deliverables comply with security, privacy, accessibility (AODA/WCAG), and Ontario government regulations.
- Track project progress, address challenges, and provide ongoing status reports to stakeholders.
Essential Qualifications
- Over 10 years of experience as a Business Analyst.
- Background in Service-Oriented Architecture (SOA) or service-oriented design projects.
- Experience supporting multi-ministry government services or extensive public sector programs.
- Strong skills in preparing analyses and recommendations regarding security, privacy, accessibility, and public sector compliance requirements.
- Familiarity with the Zachman Framework.
- Proficient in producing User Stories, Use Cases, Wireframes, and defining Acceptance Test Criteria.
- Experience operating in Agile and DevOps delivery environments.
- At least 5 years of expertise in enterprise architecture documentation, including Checkpoint/Gating Matrices, Logical and Physical Documentation, Deployment Models, Business Architecture Approaches, Sequence Diagrams, Data Flow Diagrams, and ACT & ARB approval documents.
Preferred Qualifications
- Knowledge of Large Language Models (LLMs) and Generative AI applications.
- Experience with CASE tools, business process modeling, and information management principles.
- Understanding of WCAG 2.0, AODA, and accessibility compliance standards.
- Experience with business functional modeling, event modeling, and process mapping.
