Safety Specialist

About the Role

The Safety Specialist is responsible for establishing and overseeing Safety, Health, Environment, and Security (HSE&S) plans, procedures, and processes specifically tailored for the QatarEnergy LNG mega NFPS project. The objective is to ensure that all project phases are executed safely in accordance with QatarEnergy LNG’s HSE&Q policies and procedures.

Primary Responsibilities

• Provide support to mega projects, including NFE and NFPS, by setting standards and expectations for HSE&Q management and safety activities, along with managing safety resources. Conduct comprehensive project-wide assessments both onshore and offshore to identify areas for process and program enhancements.
• Create and deliver early QatarEnergy LNG PMS plans and related deliverables for project studies up to the concept phase. Assist in outlining HSE requirements for ITT Tender processes and carry out evaluations of contractor HSE capabilities.
• Contribute to mega project staffing strategies by offering execution guidelines and tools. Support recruitment, onboarding, and allocation of Safety Management personnel to various projects.
• Review and sanction contractor HSE&Q systems and plans for the extensive NFPS construction project, which involves thousands of workers. This includes safety management plans, fire and emergency response plans, environmental management, and security protocols consistent with QatarEnergy LNG PMS standards.
• Ensure the application and verification of safety procedures on NFPS project sites from a corporate HSE&Q standpoint, operating independently from PMT. Act as a central liaison facilitating coordination between PMT and internal subject matter experts within the HSE&Q group.
• Advise senior management on effective deployment of the Project Safety Management System, maintain stewardship of HSE performance indicators, and manage interfaces with key stakeholders. Maintain detailed statistical databases and consolidated reports from various projects, analyzing KPIs and trends to develop strategies for improvement.
• Lead investigations for high-potential incidents (HIPO) and recordable incidents originating from PMT or contractors; analyze data, establish root causes, and oversee the implementation of corrective actions as directed by management.
• Support emergency preparedness efforts for the NFE project, coordinating between the Operating Company (OPCO) and multiple project sites.
• Promote the exchange of safety focus areas, alerts, lessons learned, and best practices between corporate HSE&Q and major projects to foster continuous improvement.
• Keep abreast of industry and international best practices in SHE&S management specifically for large capital projects within the oil and gas sector.

Qualifications and Experience

• A degree in science, engineering, or management, complemented by formal credentials in SHE&S management.
• At least 10 years of experience as an HSE&Q or SHE&S professional, with a minimum of 3 years in supervisory roles.
• Background in oil and gas, construction, marine, or related industries managing HSE&Q for engineering, construction, and commissioning projects, including system completions coordination, hook-up/commissioning, and startup activities. Experience working globally with EPC contractors is valued.
• Proven abilities in implementing HSE&Q systems and developing organizational capability and expertise in new project construction and startup environments.
