Job description

Overview

The Safety, Security and Safeguarding Coordinator will closely collaborate with the Regional Security Director (RSD) to conduct safety and security evaluations, advise on improvements, and assist the Country Office with implementation. The role supports the enforcement of Save the Children’s Safety and Security Policy and Standards, aiming to enhance safety and security management quality and ensure adherence to minimum standards across programs.

Child Safeguarding

This role involves frequent or intensive contact with children or youth, working within country programs or overseeing staff vetting processes consistent with Level 3 safeguarding standards.

The organization strictly enforces zero tolerance towards fraud, corruption, and unethical practices. Employees are required to maintain high integrity, comply with policies, and report any suspicious misconduct appropriately. Reporting Structure

  • Reports to Operations Director
  • Dotted line to Director of HR, Admin and IT
  • No direct staff but supervises Field Focal Point Persons

Key Responsibilities

Child Safeguarding Leadership

  • Collaborate with program teams to identify child-related risks in activities and develop mitigations with assigned staff.
  • Advocate strongly for safeguarding policies at the national level.
  • Provide accessible, quality support and guidance to emergency and program teams.
  • Initiate and maintain country safeguarding networks to promote local implementation.
  • Work with child protection colleagues to map service providers and update local procedures.
  • Coach Field Focal Points to enhance safeguarding practices.

Safe Programming Promotion

  • Ensure all programming integrates safeguarding considerations from design through monitoring.
  • Support budgeting processes to allocate sufficient resources for safeguarding.
  • Encourage proactive risk identification and mitigation by staff.
  • Provide managers with tools and knowledge for safeguarding support.
  • Demonstrate professional safeguarding standards and behaviors as a role model.

Training and Capacity Building

  • Deliver mandatory core and refresher safeguarding trainings and inductions.
  • Strengthen country safeguarding systems and respond to identified issues in partnership with stakeholders.
  • Deploy resources to ensure safeguarding standards are upheld by staff and partners.
  • Develop capacity building plans and mentor staff including safeguarding focal points in training, investigations, reporting, and inductions.
  • Coordinate safety and security knowledge training to address gaps.
  • Identify and support security management improvements at field offices.

Safeguarding Compliance and Monitoring

  • Coordinate with senior leadership to monitor safeguarding policy implementation.
  • Review implementation and apply compliance action plans.
  • Maintain and continually evaluate safeguarding mechanisms.
  • Enforce follow-ups to ensure compliance and competence.
  • Integrate safeguarding approaches in all work aspects.
  • Ensure effective reporting and investigation of safeguarding concerns, collaborating with MEAL team to embed safeguarding in accountability systems.
  • Provide guidance and sometimes personally conduct safeguarding investigations to high standards.
  • Collaborate internally to integrate safeguarding into all systems.

Safety and Security Duties

  • Evaluate risks and advise senior management on staff safety measures.
  • Conduct safety and security assessments of current and potential program areas.
  • Review safety and security policies and recommend improvements.
  • Assist in maintaining safety and security management plans.
  • Provide orientation and training on safety and security roles to staff.
  • Develop briefing materials and conduct security orientation for new staff and visitors.
  • Ensure compliance with incident reporting and follow-up requirements.
  • Coordinate safety information dissemination to staff.
  • Liaise with logistics regarding vehicle and facility security standards.
  • Manage the security budget and ensure Key Performance Indicator compliance.
  • Support preparations for major events and incidents requiring security oversight.
  • Carry out regular security assessments of personnel premises.

Communication and Crisis Management

  • Maintain redundant communication systems between base and field offices.
  • Keep updated and functioning communication trees for staff contact.
  • Advise and support Senior Management Teams during emergencies.
  • Coordinate information flow and reporting during security incidents.
  • Assist with emergency evacuation actions with regional security coordination.
  • Investigate and report security incidents in alignment with protocols.
