RFP Proposal and Solution Specialist

Overview

We are looking for a meticulous and highly organized RFP Proposal and Solution Specialist with expertise in the Saudi Arabian market. This role involves managing the entire proposal process for government, semi-government, and private sector projects—from the initial examination of RFPs through bid qualification, solution design, pricing, submission, clarification handling, and contract handover. The candidate will need to comprehend both technical and commercial requirements, liaise with internal teams and external partners, and produce compelling, compliant, and well-presented proposals.

The candidate should have thorough knowledge of Saudi procurement and tendering processes, including familiarity with the Etimad platform, and be well-versed in applicable regulatory compliance standards.

Key Responsibilities

• Analyze and interpret RFPs, RFQs, tenders, and expressions of interest to extract technical, commercial, contractual, and administrative conditions.
• Create bid summaries outlining scope, eligibility, deliverables, risks, deadlines, and submission protocols.
• Organize bid/no-bid coordination with management and cross-functional teams including sales, technical, finance, legal, and operations.
• Develop and oversee proposal timelines, responsibility charts, and submission checklists ensuring all deliverables meet deadlines.
• Handle proposal submissions via Etimad and other procurement systems; respond to customer clarifications and additional information requests.
• Maintain detailed and organized records of proposals, documents, correspondence, and submission proofs.
• Collaborate closely with technical teams to frame compliant, effective, and cost-efficient solutions translating customer needs into clear project approaches and plans.
• Coordinate with vendors and partners to gather technical data, quotations, and supporting materials.
• Prepare bills of quantities, architecture diagrams, solution specifications, project schedules, and support strategies.
• Identify and document project risks, technical dependencies, exclusions, and assumptions.
• Develop well-structured, persuasive technical proposals including executive summaries, company profiles, methodologies, staffing schedules, service levels, and support commitments.
• Coordinate consistent formatting, terminology, branding, and overall messaging across proposals.
• Prepare and review commercial proposals involving pricing sheets, cost estimates, and supplier quotations ensuring pricing accuracy and alignment with commercial objectives.
• Ensure compliance with Saudi procurement laws, local content and Saudization requirements, cybersecurity and data protection regulations, and applicable industry standards.
• Ensure all proposal documents are compliant, complete with licenses, forms, certificates, and declarations.
• Serve as the main coordinator communicating coordination needs, deadlines, and pending deliverables with internal teams and external partners.
• Track proposal outcomes, analyze win/loss trends, update content libraries, and recommend process improvements.

Required Qualifications and Experience

• Bachelor’s degree in IT, Computer Science, Engineering, Business Administration, or related field.
• 3 to 5 years of experience in proposal management, bid or tender management, presales, or solution development within the Saudi Arabian market.
• Proficiency in preparing technical and financial proposals strictly in Arabic.
• Preference for candidates of Arab nationality.
• Solid expertise in evaluating RFPs and tender documents and developing compliance matrices, detailed scopes of work, pricing documents, and implementation roadmaps.
• Good understanding of Saudi government procurement and tendering protocols.
• Capability to coordinate effectively with technical teams and external vendors or subcontractors.
• Strong written and verbal English communication skills; Arabic language skills highly preferred.
• Meticulous attention to detail and ability to manage documents under tight deadlines.

Preferred Qualifications

• Experience in IT solutions including cybersecurity, cloud services, ERP, digital transformation, networking, audiovisual solutions, or managed services.
• Familiarity with the Etimad procurement platform and regulatory frameworks such as NCA, ECC, CCC, SAMA, and PDPL.
• Knowledge of local content and Saudization regulations as enforced by relevant authorities.
• Experience coordinating with international tech vendors and multi-vendor projects.
• Professional certifications in bid management, project management, cloud, cybersecurity, or IT solutions are assets.
