We are seeking a Resource Manager specializing in workforce planning and staffing. This position partners with Talent Acquisition, division leadership, HR business partners, and Finance. The key responsibility is to manage workforce planning and headcount governance, guiding leaders in making informed staffing decisions and transforming hiring demands into reliable, quality outcomes.
Key Responsibilities
- Maintain comprehensive workforce plans covering headcount, open positions, priorities, timing, and status updates.
- Ensure staffing plans align with approved budgets, headcount allocations, and company-wide policies.
- Collaborate closely with Talent Acquisition professionals, business leaders, HR partners, and Finance teams.
- Convert strategic business objectives into clear staffing priorities, highlighting trade-offs to assist leaders when facing capacity or budget constraints.
- Lead role scoping and intake processes to clarify business requirements, requisite skills, role levels, candidate profiles, evaluation standards, and hiring timelines, ensuring consistency and improving forecast accuracy.
- Develop and uphold a hiring roadmap to enable Talent Acquisition teams to function with clarity and alignment.
- Identify and resolve obstacles such as ambiguous role definitions, expectation mismatches, compensation issues, limited interview capacity, slow decisions, or process challenges.
- Deliver regular leadership updates featuring projections, scenario planning, risk assessments, and recommendations.
- Support business reviews and planning cycles with detailed staffing data, demand outlooks, attrition analysis, and budget impact scenarios.
- Manage headcount allocation, replacement protocols, and internal mobility to reflect actual organizational structure and approved capacity.
- Advise on alternatives to external hiring such as internal transfers, temporary rotations, outsourcing, or role redesign.
- Enhance staffing procedures, reporting standards, data reliability, and team collaboration practices.
- Champion equitable and inclusive hiring by defining roles clearly, maintaining consistent candidate assessments, and fostering diverse candidate pipelines.
- Provide additional coordination or support for senior-level or critical hiring initiatives when needed.
Qualifications and Experience
- Previous experience in workforce planning, staffing, recruiting operations, talent operations, HR business partnering, or related cross-functional roles linking people and planning.
- Proficiency in managing headcount plans, budgets, forecasts, and leadership reporting.
- Ability to use data-driven analysis to extract insights, identify risks, and facilitate decision-making.
- Clear understanding of hiring workflows and factors impacting candidate experience and recruitment outcomes.
- Ability to build trust with senior stakeholders and effectively challenge unclear or impractical requests constructively.
- Comfort working in a dynamic environment managing multiple recruitment pipelines and balancing strategic and operational demands.
- Commitment to equitable hiring practices, applying inclusivity principles in role definitions and candidate evaluations.
- Fluent English communication skills and sound judgment handling confidential information.
- Highly organized, dependable, and capable of creating structure amidst ambiguity.
Preferred Background
- Experience within a global technology company.
- Exposure to workforce planning or HR information systems such as HRIS or applicant tracking systems (ATS).
- Involvement in internal mobility, organizational design, or headcount governance frameworks.
- Experience optimizing staffing processes, reporting, or operational rhythms at scale.
- Track record in large organizations managing concurrent priorities across multiple teams.
