Job description

About the Role

The Regional HR Manager for the Middle East and Africa (MEA) region will lead and manage comprehensive HR functions, including operations, compliance, compensation and benefits, and employee relations. Acting as a strategic partner to regional leadership, this position ensures HR practices are legally compliant, efficient, and scalable to support the organization’s growth while mitigating people-related risks.

Key Responsibilities

  • Oversee end-to-end HR operations across MEA, standardizing processes for high-quality service delivery and optimizing operational efficiency through initiatives such as automation and digital transformation.
  • Manage the entire employee lifecycle including onboarding, confirmations, transfers, promotions, expatriate management, and exits, ensuring accurate HR data and documentation with effective governance mechanisms and KPIs.
  • Develop and implement HR shared service frameworks that balance regional standardization with local compliance, and enhance employee and manager self-service capabilities to improve service efficiency and satisfaction.
  • Ensure complete adherence to labor laws, employment regulations, immigration protocols, and statutory requirements throughout MEA, keeping updated on legal developments and partnering with external counsel on disputes and legal matters.
  • Maintain and update HR policies, employee handbooks, governance frameworks, and control mechanisms; conduct compliance audits and corrective actions to uphold HR integrity and readiness for internal and external audits.
  • Identify operational and compliance risks related to HR and implement strategies to mitigate such risks, advising management on labor law implications and ensuring documentation and audit preparedness.
  • Design and oversee competitive compensation strategies including salary reviews, merit increases, promotions, bonuses, benchmarking, job grading, and pay equity to align rewards with market and internal standards.
  • Manage regional employee benefits programs such as medical and life insurance, pension schemes, leave programs, and wellness initiatives, evaluating utilization and vendor performance in partnership with finance for payroll accuracy and budgeting.
  • Lead employee relations programs to cultivate positive workplace culture, employee engagement, and organizational commitment, addressing complaints, grievances, disciplinary cases, misconduct, harassment issues, and performance disputes fairly and legally.
  • Oversee labor risk management including organizational changes, restructuring, redundancies, and terminations, developing risk assessment and escalation processes in collaboration with legal and business teams to minimize litigation and reputational risks, supporting crisis and continuity planning.

Candidate Profile and Qualifications

  • Possess a bachelor's degree or higher in Human Resources, Business Administration, Law, Psychology, or related field.
  • Have 8 to 10 years of HR experience with a minimum of 3 to 5 years in regional HR leadership.
  • Proven expertise in HR operations, compliance, compensation and benefits, and employee relations within multinational or matrixed organizations operating across Middle East and/or Africa.
  • Strong familiarity with labor laws and employment regulations across MEA countries.
  • Demonstrated skill in HR governance, shared services, compensation design, and employee relations case management.
  • Excellent stakeholder engagement and cross-cultural communication abilities.
  • Proficiency in HRIS platforms and HR analytics tools.
  • Fluent in English; proficiency in Arabic and/or French is advantageous.

Performance Indicators

  • Excellence in HR operational delivery and service quality throughout MEA.
  • Strict adherence to local labor legislation and internal governance standards.
  • Competitive, sustainable compensation and benefits frameworks.
  • Effective handling of employee relations and labor risk matters.
  • High employee satisfaction and positive workforce experience.
  • Established credibility and partnership with regional business leaders.
