About Parsons and Role Overview

As a Quantity Surveyor, you will be entrusted with delivering cost management, contract administration, and commercial support across various packages of a mixed-use development. In this Project Management Consultancy (PMC) role, you protect the client's financial interests by overseeing budgets, approving contractor payments, managing claims, and ensuring accurate cost tracking throughout the project.
Key Responsibilities
- Contribute to value engineering and optimization initiatives, indicating financial impacts.
- Track project budget and spending relative to approved cost plans.
- Assess the financial effects of design changes, site instructions, and scope variations.
- Develop cost forecasts, cash flow projections, and status reports for clients.
- Conduct or verify measurements from plans and on-site for interim valuations.
- Collaborate with site teams to confirm physical progress and validate contractor claims.
- Keep comprehensive records of measured quantities and changes for audit and final account purposes.
- Assist negotiations with contractors to secure commercially reasonable settlements.
- Ensure adherence to contract terms such as those under FIDIC or equivalent standards.
- Support preparation and settlement of final accounts.
- Identify and communicate cost and commercial risks including inflation, overruns, design changes, and delays.
- Prepare regular cost reporting dashboards for clients.
- Coordinate with Planning, Design, and Construction teams to correlate cost data with project progress and site inputs.
- Participate in coordination and progress meetings to monitor project developments and commercial issues.
- Maintain clear communication with contractors and consultants regarding cost and contractual matters while preserving neutrality.
- Organize documentation including contracts, variations, payment certificates, and commercial correspondence.
- Support execution of PMC cost management methodologies and contribute to process improvements and future benchmarking.
Candidate Profile
- Bachelor's degree in Quantity Surveying, Civil Engineering, or a related field. Professional QS accreditation (e.g., MRICS) is a plus.
- 8 to 10 years of practical experience in quantity surveying and cost control, ideally on building projects or large mixed-use developments.
- Experience working in PMC setups, consultancy firms, or with large contractors.
- Solid knowledge of measurement standards and BOQ creation, contract frameworks such as FIDIC or NEC, construction methods, and associated cost factors.
- Proficiency in advanced MS Excel for analysis and reporting; familiarity with cost management software like Candy or CostX; basic understanding of project scheduling tools such as MS Project or Primavera.
- Strong numeric and analytical capabilities with meticulous attention to detail.
- Excellent negotiation and interpersonal communication skills.
- Ability to work effectively under pressure while ensuring accuracy and ethical standards.
- Comprehensive understanding of both technical construction aspects and commercial consequences.
- Demonstrated ethical, transparent, and client-focused approach to cost control.
