About the Role
ICF International is seeking a meticulous Commercial Executive skilled in MEP estimation, tender preparation, quantity surveying, or commercial support. The role involves generating accurate and competitive cost assessments for projects in marine interiors, shipbuilding, and vessel refurbishment.
Key Responsibilities
- Analyze tender documents, including MEP specifications, drawings, schematics, and equipment lists.
- Identify the full scope of mechanical, electrical, and plumbing work while spotting technical gaps, missing details, and commercial risks.
- Calculate quantity take-offs, Bills of Quantities, and detailed cost estimates covering materials, labor, equipment, installation, testing, and commissioning activities.
- Assess MEP needs for various ship areas such as cabins, lavatories, public zones, galleys, offices, and crew quarters.
- Ensure MEP components coordinate effectively with ceilings, partitions, furnishings, interior finishes, and equipment.
- Issue requests for quotations to suppliers and subcontractors.
- Evaluate supplier quotations for technical compliance, pricing, lead times, delivery, and commercial conditions.
- Compile commercial comparison tables and recommend the best suppliers or subcontractors.
- Create comprehensive tender pricing summaries including assumptions, exclusions, and qualifiers.
- Assist with tender clarifications, revising proposals, and conducting commercial negotiations.
- Provide thorough commercial and technical handovers to procurement, operations, and project teams after contract award.
- Track MEP expenditures relative to project budgets and prepare estimates for variations or extra work.
- Maintain supplier pricing data, cost records, and historical project information.
- Compare estimated versus actual project costs to enhance future quotation accuracy.
- Ensure confidentiality of company pricing and commercial documentation.
Qualifications and Experience
- Diploma or Bachelor's degree in Mechanical, Electrical, Building Services Engineering, Quantity Surveying, or related fields.
- 2 to 3 years of hands-on experience in MEP estimation, tendering, quantity surveying, or commercial support functions.
- Preferably experienced in marine, offshore, shipbuilding, ship repair, or marine interior fit-out projects.
- Solid understanding of mechanical, electrical, plumbing systems, materials, equipment, and installation techniques.
- Proficient in interpreting MEP drawings, schematics, specifications, and equipment schedules.
- Skilled in quantity take-offs, cost estimation, and pricing analysis.
- Strong command of Microsoft Excel and Microsoft Office suite.
- Familiarity with estimating tools such as PlanSwift, AutoCAD, ERP systems is an advantage.
- Excellent analytical, numerical, communication, and coordination abilities.
- Capability to handle multiple tenders simultaneously and meet tight deadlines efficiently.
