Role Overview

We are seeking a highly skilled Project Manager to lead complex metro programs from conception through completion. This position requires extensive expertise in rail and transit, combined with strong governance, client relationship management, and leadership abilities.

Key Responsibilities

• Manage complete lifecycle delivery of metro assets and systems, including planning, design, procurement, construction, testing, commissioning, trial operations, and handover.
• Develop and monitor integrated master schedules, stage gates, and key performance indicators aligned with client goals to ensure safety, scope, schedule, cost, and quality objectives are met.
• Serve as the primary liaison for clients, transport authorities, utilities, planners, designers, contractors, operators, and independent engineers.
• Lead governance meetings, secure approvals, produce executive reports, and facilitate decision-making across multiple stakeholders.
• Oversee multidisciplinary scopes including civil structures (tunnels, viaducts, stations, depots), rail systems (trackwork, power/traction, SCADA, signaling and control systems like CBTC, telecommunications), rolling stock interfaces, platform screen doors (PSDs), and overhead catenary systems (OCS).
• Manage interfacing among design and build packages, systems integrators, and third parties to maintain integration and operational integrity.
• Develop procurement strategies for complex metro packages covering civil, MEP, systems, rolling stock, systems integration and operations and maintenance (O&M).
• Administer contracts, handle change control, claims, risk allocation, and coordinate with legal and commercial teams.
• Implement risk management, configuration and change control governance, enforce quality assurance and independent safety assessments, promote HSE excellence, and ensure compliance with international rail safety standards.
• Champion systems assurance activities including RAMS, EMC/EMI, cybersecurity, and safety certification preparedness.
• Plan and execute integrated testing, commissioning, trial running, reliability improvements, and safety certification, coordinating with operators on O&M strategies and training to achieve smooth handover to service.
• Lead and mentor a multidisciplinary, matrixed team including PMO, planning, cost management, risk, engineering, assurance, and site supervision, fostering a culture of collaboration and continuous improvement.

Desired Candidate Profile

• Bachelor’s degree in Civil, Electrical, Mechanical, Systems, or Transport Engineering; Master’s degree in Transport, Rail Systems, or Project Management is advantageous.
• At least 20 years of experience delivering significant metro or rail projects, involving extensive civil and systems scope management with complex interface integration.
• Proven experience in the GCC region or equivalent markets working with government or quasi-government entities; involvement with giga-projects is a plus.
• Track record in delivery partner, PMC, or client representative roles managing portfolios valued in the multi-billion SAR/AED range.
• Comprehensive knowledge of metro systems including CBTC/signaling, telecommunications, power/traction systems, SCADA, PSDs, rolling stock interfaces, RAMS, and systems assurance approaches.
• Competent with project management tools such as Primavera P6, risk analysis software, project management information systems (PMIS), building information modeling (BIM) and common data environments (CDE), alongside systems engineering and configuration management methodologies.
• Certifications including PMP, PgMP, APM, IRSE, or PRINCE2 are preferred.
• Core capabilities include leadership and stakeholder influence, systems integration and interface control, commercial management in multi-contract environments, clear executive communication, resilience in dynamic programs, and unwavering dedication to safety and quality.
