Role Overview

The Project Cybersecurity Officer (P-CSO) in Singapore will work closely with the Head of Cybersecurity Discipline and the Asia-Pacific Information Security Officer. This role acts as the primary liaison with the Land Transport Authority (LTA) on cybersecurity processes related to railway projects, ensuring operational security and compliance.

Key Duties

• Oversee cybersecurity operations for projects, including incident handling, security monitoring, vulnerability management, and protection of data confidentiality and integrity.
• Provide operational security reports and performance metrics to the Information Security Officer and project leadership, in partnership with deployment and configuration management teams.
• Lead incident response for critical and high-severity security events, coordinating with relevant managers and escalating as needed.
• Ensure effective implementation and maintenance of local security controls and solutions throughout project lifecycles.
• Engage early in project phases to identify cybersecurity risks and determine necessary security measures.
• Guarantee compliance with LTA's General Specifications Appendix H within all applicable projects.
• Contribute cybersecurity guidance to the Country Incident Management Plan, overseeing implementation and ongoing monitoring.
• Work with Procurement and Compliance teams to manage risks associated with third-party suppliers.
• Conduct gap analyses comparing LTA contracts and requirements from Project Transport Operators (PTOs), addressing discrepancies.
• Establish and enforce processes and checklists to ensure engineering and deployment teams follow cyber hygiene practices when interfacing with customer assets.
• Perform periodic audits to verify adherence to cybersecurity standards among relevant teams.
• Hold veto authority to prevent any project decisions or changes that might introduce security risks, ensuring secure deployment of software and infrastructure. Identify and communicate risks, recommend mitigation, and share lessons learned.

Qualifications

• Bachelor’s degree in IT, Computer Science, Computing, or a related field.
• Professional certification in standards such as ISO/IEC 62443, ISO 27001, NIST, or CIS Benchmarks.

Experience and Expertise

• At least five years of professional experience in cybersecurity domains.
• Proficient in security monitoring, incident response, and security architecture design.
• Knowledgeable in threat management and use of tools for vulnerability, configuration, policy, and compliance management.
• Experience with data classification, loss prevention, and privileged access management.
• Background managing security vendors, including evaluation, contract negotiation, and performance oversight.
• Familiarity with cyber regulatory compliance assessments and remediation strategies.
• Expertise in endpoint security, encryption, SOC and SIEM systems management, penetration testing, next-generation firewall, and advanced threat prevention.
