About the Role

Join Parsons as a Project Controls Manager for a major infrastructure initiative in Abu Dhabi. This role involves leading project controls activities to ensure the client successfully manages and monitors all phases, from design through handover, working closely with various stakeholders including contractors, consultants, government agencies, and utility authorities.

Key Responsibilities

  • Create, maintain, and manage the integrated master schedule covering all project phases such as design, authority approvals, procurement, construction, testing, and handover.
  • Set up and maintain the Work Breakdown Structure to align all package-level schedules with the master schedule and approved milestones.
  • Track project performance versus baselines, analyze trends and variances, provide forecasts, and suggest corrective actions.
  • Compile weekly and monthly reports, dashboards, presentations, and KPIs for the client to communicate project progress.
  • Lead risk and opportunity management by maintaining the risk register, facilitating workshops, tracking mitigation plans, and supporting schedule and cost risk analyses.
  • Assist cost planning and control processes, including managing cost plans, cash flow forecasts, payments, variations, claims, and monthly cost reporting in collaboration with the commercial team.
  • Evaluate contractor submissions related to Extensions of Time, delay events, and schedule claims, ensuring complete documentation.
  • Coordinate project controls integration across diverse work packages such as roadworks, bridges, utilities, design packages, and external interfaces.
  • Monitor key stakeholder activities, authority approvals, utility interactions, design modifications, procurement, and long-lead items affecting the schedule.
  • Support construction monitoring efforts including progress validation, site reviews, milestone tracking, and follow-up on corrective actions.
  • Maintain data accuracy within Primavera P6, Power BI, Aconex, PMIS, and other systems to support single-source project information.
  • Lead coordination meetings and workshops, ensure clear communication of decisions and actions, and escalate major issues related to schedule, cost, risk, or changes.
  • Foster a culture of collaboration, transparency, proactive problem solving, and continuous improvement among all project participants.

Candidate Requirements

  • Bachelor’s degree in civil engineering or a related field.
  • At least 15 years of experience in project controls with leadership roles focused on large-scale infrastructure projects such as roads, highways, bridges, tunnels, or complex programmes.
  • Comprehensive expertise spanning design, procurement, construction, testing, commissioning, closeout, and handover.
  • Proven skills in master scheduling, progress tracking, forecasting, cost control, risk and change management, and claims analysis.
  • Advanced proficiency with Primavera P6 and strong skills in Power BI and Microsoft Office; familiarity with Aconex and PMIS is advantageous.
  • Experience in assessing contractor and consultant schedules, recovery plans, Extensions of Time, and time-impact analyses.
  • In-depth understanding of managing interfaces involving traffic controls, utilities diversion, authority approvals, stakeholder management, and operational environments.

Preferred Attributes

  • Strong leadership qualities, effective communication, analytical ability, presentation skills, and excellence in stakeholder engagement.
  • Familiarity with working alongside government clients, multidisciplinary consultants, and contractors within the UAE or the Middle East region is a plus.
