About the Role

We have a permanent full-time opportunity based in Wellington to join the Planning & Development team as the Programme Lead for Tolling. This prominent role is central to NZTA's tolling initiatives, uniting policy, planning, delivery, technical consultation, and stakeholder engagement to facilitate the successful rollout of toll schemes nationwide.

Key Responsibilities

  • Lead the management of NZTA's tolling programme, overseeing priorities, interdependencies, risk management, and delivery timelines.
  • Develop and implement tolling proposals and amendments, preparing comprehensive advice and decision documents for governance boards, Ministers, and Cabinet.
  • Coordinate technical experts and various business units across NZTA to ensure decisions are backed by solid evidence.
  • Establish and nurture strong internal and external stakeholder relationships to promote alignment and successful outcomes.
  • Drive continuous enhancements in tolling frameworks, systems, processes, and operational methodologies.
  • Collaborate closely with the Time of Use Charging programme to ensure cohesive integration across related projects.

Candidate Profile

  • Proven ability to manage complex, fast-changing environments and unite stakeholders toward common objectives.
  • Extensive experience leading intricate programmes, policy formation, implementation, or advisory roles.
  • Exceptional stakeholder engagement and influence abilities, navigating across organizational boundaries and harmonizing diverse viewpoints.
  • Experience providing strategic counsel to senior executives, governance entities, or Ministers.
  • Strong written communication talents, capable of producing detailed briefings, reports, and governance documents.
  • Sound judgment, political savvy, and the aptitude to balance competing priorities and risks.
  • Background in transport, infrastructure, regulation, policy, or relevant sectors is advantageous.

About Planning & Development

This team is instrumental in shaping transport investments from initial concept to investment-ready status. They ensure projects are clearly defined, grounded in evidence, and positioned for effective delivery. The group spearheads some of NZTA's most strategic programs, collaborating widely to secure improved national outcomes.
