Role Overview

We are seeking an exceptionally skilled Program Director to lead ambitious, complex, large-scale mixed-use projects up to $5 billion in value. This role demands overseeing all aspects of program governance including scope, schedule, cost, risks, quality, and stakeholder engagement, ensuring alignment with strategically set goals and contractual duties.

Primary Responsibilities

• Guide and manage all phases of extensive projects or programs to guarantee completion on time, within or under budget, and per contractual agreements.
• Serve as Parsons’ lead contact with clients and key subcontractors during program delivery, negotiating scope adjustments and fostering additional business opportunities in collaboration with Business Development.
• Supervise formulation of essential project documentation such as execution plans, health & safety, and quality assurance/control documents.
• Define program-wide requirements and monitor deliverables for compliance; create and distribute responsibility matrices detailing roles and subcontractor duties.
• Direct business, technical, financial, and administrative functions related to projects; delegate responsibilities to qualified team members and contribute to their performance assessments and development.
• Coordinate mobilization of company resources and establish project teams by consulting with support departments and leadership to address staffing and workspace needs.
• Collaborate with managers, engineers, and discipline leads to develop and maintain project budgets, schedules, and plans, ensuring targets are met or exceeded.
• Create action plans to manage cost overruns, delays, or significant scope changes, keeping stakeholders informed and coordinating necessary contract adjustments.
• Drive technical and commercial excellence, applying quality assurance standards, regularly reporting project progress and issues, and facilitating weekly review meetings.
• Perform other relevant duties as required by the position.

Required Qualifications

• Bachelor’s degree in architecture or engineering.
• At least 25 years of relevant professional experience encompassing senior-level project, delivery, and technical management.
• Possession of a valid professional registration.
• Fulfillment of Parsons’ project management certification standards.

• Demonstrated management expertise with exceptional communication skills in both writing and speaking.
• Comprehensive understanding of industry standards and regulations.
• Familiarity with current technologies and their practical application within projects.
• Diverse technical and business knowledge with proven success managing giga projects, including design completion and operational oversight of personnel and facilities.
