Procurement Team Leader (Engineer)

Role Overview

UCC Holding is looking for an accomplished Procurement Team Lead Engineer to steer procurement activities for major construction and infrastructure works. This role is focused on leading the team, shaping sourcing plans, coordinating with project stakeholders, and ensuring that materials, equipment, and services are acquired on time, within budget, and to required quality and compliance standards.

What You Will Do

• Guide, coach, and oversee the procurement team so day-to-day procurement tasks are completed efficiently and departmental targets are met.
• Create and roll out procurement approaches that match project scope, financial plans, and delivery timelines.
• Manage the end-to-end procurement process, covering supplier search, prequalification, RFQs/RFPs, bid assessment, negotiations, purchase orders, and contract handling.
• Work in close coordination with Engineering, Planning, Commercial, Cost Control, and Project Management teams to keep material and service procurement on schedule.
• Perform detailed commercial and technical assessments of suppliers, vendors, and subcontractors.
• Negotiate commercial terms such as pricing, payment conditions, delivery timing, warranties, and contractual clauses to achieve favorable outcomes.
• Source and qualify new suppliers while preserving strong relationships with key strategic vendors and subcontractors.
• Track supplier performance and confirm adherence to quality requirements, delivery commitments, and contract terms.
• Review market movements, supply availability, and price changes to improve procurement planning and reduce risk.
• Support tendering and bidding work through supplier outreach, quotation comparison, and commercial analysis.
• Examine and authorize purchase requests, purchase orders, and related procurement records in line with company procedures.
• Compile and deliver procurement reports, KPIs, savings initiatives, and performance insights to senior leadership.
• Promote process improvements that raise procurement efficiency, cost effectiveness, and operational results.
• Spot procurement and supply chain risks early and implement measures to protect project delivery.
• Keep procurement files accurate and maintain complete documentation across the procurement cycle.

Qualifications and Experience

• A bachelor's degree in Civil Engineering is required.
• You should have 8 to 12 years of procurement experience in the construction sector, ideally with main contractors.
• Prior experience leading procurement teams and handling high-volume procurement for complex construction projects is essential.
• A solid understanding of procurement workflows, contract administration, supplier management, and supply chain operations is needed.
• Background in Residential, Commercial, Hospitality (Hotel), Infrastructure, and Mixed-Use projects is a strong advantage.
• Hands-on experience in supplier sourcing, vendor coordination, commercial analysis, and contract negotiation is expected.
• Strong communication, leadership, negotiation, and stakeholder management abilities are important.
• You must be capable of analytical thinking, sound judgment, and effective problem-solving.
• Comfort with ERP platforms and procurement software is required.
• The ability to work well in a fast-moving, project-based environment is necessary.
• Experience in the Saudi Arabian construction market is preferred.
• Professional credentials such as CIPS or an equivalent qualification are an added advantage.
• Candidates who can join immediately or after a short notice period will be prioritized.
