Role Overview

The PreSales Manager - Bid will identify and support responses to government and educational RFPs and procurement opportunities. This role involves managing the entire pipeline from opportunity scouting to proposal submission and follow-up, with a focus on government and higher education procurement processes.

Key Responsibilities

• Lead the comprehensive development of federal proposals, RFQs, and RFP replies in strict adherence to FAR regulations and solicitation guidelines, enhancing the company's competitive edge.
• Manage the creation and upkeep of vendor registrations and company profiles on various procurement platforms.
• Evaluate and prioritize opportunities based on strategic alignment, eligibility, scope, budget, deadlines, and competitive advantage.
• Develop pricing and cost models for contracts ranging from $10,000 to over $5 million.
• Collaborate with subcontractors, original equipment manufacturers, and service providers to ensure compliance with contractual clauses, small business subcontracting mandates, and regulations such as Buy American and Trade Agreements Act.
• Prepare and maintain compliance documentation including Compliance Matrices, cross-references of PWS/SOW, past performance descriptions, and risk mitigation strategies with clear linkage to solicitation requirements.

Qualifications and Eligibility

Applicants must hold at minimum a graduate degree. Experience in government and education sector procurement processes and a strong ability to organize and write compliantly are essential.
