About the Role
The Technical Institute of Science and Engineering Consultant invites applications for a skilled Testing and Commissioning Engineer specializing in electrical power systems. This role involves overseeing site testing operations, performing pre-commissioning and commissioning checks on power equipment, while ensuring compliance with international standards and safety regulations.
Key Responsibilities
- Plan, coordinate, and perform testing and commissioning of high, medium, and low-voltage electrical installations on sites.
- Carry out standard and advanced factory and site acceptance tests on primary equipment such as power transformers, switchgear, circuit breakers, and transformers (CT/VT).
- Perform secondary injection tests and configure protection relays from manufacturers like ABB, Siemens, GE, and SEL; verify metering and interlocking systems.
- Conduct specialized electrical diagnostics including insulation resistance, polarization index, winding resistance, tan delta, partial discharge, contact resistance, and earthing resistance measurements.
- Inspect control wiring, execute loop and functional checks for SCADA/RTU integration, and test DC battery chargers and UPS units.
- Troubleshoot electrical faults, wiring issues, and hardware malfunctions during commissioning stages.
- Develop precise commissioning procedures, method statements, HSE risk assessments, inspection checklists, and detailed testing reports for client and utility validation.
Candidate Requirements
- Possess a Bachelor's degree in Electrical and Electronics Engineering or equivalent.
- Have between 3 to 6 years' relevant experience in testing and commissioning within substations, power plants, or large industrial networks.
- Proficient in handling advanced testing tools such as Omicron CPC100, CMC 356, Megger, and Doble test sets.
- Comprehensive knowledge of IEC, IEEE, BS, and NETA standards and adherence to local utility rules.
- Strong competence in interpreting electrical protection schemes, single-line diagrams, schematic and wiring diagrams.
- Excellent communication, leadership capabilities for managing sub-contractors on site, and firm dedication to health, safety, and environmental protocols.
Preferred Credentials
- Valid certifications or approvals from international or regional utilities like DEWA, SEC, or Kahramaa.
- Qualifications in relay configuration and advanced power testing, such as certifications from Omicron or Doble.
- Certifications related to first aid and high voltage safety practices.
