Position Summary

We are looking for a meticulous and proactive Payroll Officer to oversee the entire payroll process for approximately 500 contract workers across two entities in Singapore. Candidates with hands-on experience in managing high-volume contractor payroll and deep understanding of local employment laws are preferred. Familiarity with Malaysian payroll practices and legislation is a valuable bonus. This role is crucial in ensuring payroll precision, adherence to legislation, and operational smoothness in a dynamic setting.

Primary Duties

• Manage full monthly payroll calculations and processing for 500 contract employees spanning both Singapore companies.
• Verify attendance records to confirm accurate payment of working hours.
• Establish payroll accounts for new hires within payroll systems.
• Compile monthly payroll reconciliations.
• Ensure all payroll disbursements comply with applicable regulatory standards.
• Handle employee income tax filings.
• Manage monthly CPF contributions and other mandatory government-related payments.
• Generate billing reports and client invoices following payroll completion.
• Create standard operating procedures for payroll as instructional resources for HR and payroll teams.
• Perform additional tasks as assigned.

Qualifications and Skills

• A Degree or Diploma in Business Management or Human Resources is preferred.
• Minimum of two years managing payroll, especially contractor payroll processing for a large workforce paid monthly and hourly.
• Strong numerical skills and meticulous attention to detail.
• Team-oriented with confidence and ability to handle multiple tasks concurrently.
• Capable of working independently under minimal supervision.
• Effective written and verbal communication abilities.
• High awareness of policies and compliance.
• Proficiency with Excel and Google Sheets formulas.
• Ability to perform effectively in a fast-paced environment and meet strict deadlines.
• Comprehensive knowledge of Singapore’s Ministry of Manpower Employment Act, CPF, and IRAS regulations.
• Understanding of Malaysian labour laws and payroll management is advantageous.
