Job Overview
The Organizational Design Lead will spearhead the creation and implementation of workforce planning and organizational design strategies aimed at aligning manpower, organizational structure, and resources with the strategic goals of Hamad Bin Khalifa University (HBKU). This position ensures data-informed decisions, maximized manpower efficiency, and sustainable organizational frameworks across all university departments.
Key Responsibilities
- Lead and coordinate the annual manpower budget process, ensuring timely and accurate data gathering, validation, and presentation aligned with HR and Finance objectives.
- Collaborate closely with HBKU HR liaisons and business leaders to formulate and execute both annual and long-term workforce plans that facilitate strategic business aims.
- Deliver expert guidance and data-backed recommendations concerning workforce planning, including headcount management, budget allocation, and manpower utilization analytics.
- Evaluate unplanned and additional headcount requests through comprehensive justification analyses to assist strategic and operational decisions.
- Contribute to the establishment and updating of organizational design and workforce planning policies and procedures.
- Ensure all manpower requisitions and personnel movements comply with approved organizational structures and relevant policies.
- Continuously monitor and enhance workforce planning processes for increased effectiveness and adaptability to evolving business requirements.
- Coordinate the quarterly staff cost forecasting exercise alongside relevant business units.
- Engage with departments to discuss, validate, and critically assess the rationale behind organizational changes, providing detailed evaluations.
- Design and lead organizational development projects such as restructuring and job redesign in partnership with business stakeholders.
Qualifications and Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
- Between 6 to 8 years’ experience specializing in organizational design and workforce planning.
- Practical expertise with job evaluation systems and methodologies.
- In-depth understanding of organizational design principles and workforce planning methods.
- Proficient in HR analytics and workforce planning tools.
- Experience working with enterprise resource planning software modules such as Oracle EPM and SAP.
- Professional HR certifications like CIPD or SHRM are preferred.
