Job description

Position Overview

We are looking for a seasoned Offshore Construction Supervisor to oversee offshore construction tasks in a major oil and gas environment in Qatar. This role demands leadership in directing offshore teams to ensure safe, timely, and quality execution of construction work while adhering to project budget and HSE standards. The position is rotational offshore with a 28/28 roster schedule.

Main Duties

  • Collaborate closely with Project Engineers, Construction Coordinators, and Engineering teams to prepare and execute projects effectively.
  • Assess engineering deliverables and construction documentation to verify readiness and feasibility for offshore implementation.
  • Engage in design reviews, constructability analyses, hazard identification sessions, and risk evaluations.
  • Assist in formulating offshore construction plans, execution strategies, and preparing comprehensive safety and operation documents including permits, isolation and lifting plans, method statements, and job safety analyses.
  • Coordinate site surveys and pre-execution checks to ensure operational readiness.
  • Identify and arrange necessary resources, equipment, tools, consumables, and contractor needs for execution phases.
  • Lead multidisciplinary offshore construction teams, including supervisors for mechanical, piping, electrical & instrumentation, quality control, materials, and health & safety along with trade personnel and contractors.
  • Supervise daily offshore operations to guarantee safe and efficient work progress aligned with schedules.
  • Maintain ongoing communication channels with onshore and offshore stakeholders regarding work status and potential concerns.
  • Manage permit to work processes and conduct regular site safety inspections, audits, and toolbox talks.
  • Monitor contractor workforce deployment, validate timesheets, and escalate critical challenges to management to preserve project timelines and targets.
  • Foster a robust safety culture prioritizing incident prevention and compliance with all relevant HSE policies and regulations.
  • Participate actively in safety risk assessments, hazard identification, job safety analyses, and safety meetings to promote best practices.
  • Ensure timely reporting and resolution of hazards, incidents, and safety observations, aiming for zero harm.
  • Oversee logistics to guarantee availability of materials, equipment, and manpower for modular and campaign work.
  • Coordinate mobilization/demobilization logistics with relevant teams and optimize resource utilization for productivity and costs.
  • Contribute to detailed construction scheduling (Level 4), forecasting manpower, accommodation, equipment, and contractor resources, and support critical path and scheduling improvements.
  • Ensure quality compliance by collaborating with QA/QC teams on inspections, documentation, and support for mechanical completion and project handover processes.
  • Manage final project documentation including as-built drawings, mechanical completion records, and commissioning support materials.
  • Participate in project close-out reporting, lessons learned, archival of execution records, and continuous improvement initiatives to enhance operational excellence.

Candidate Requirements

  • Educational background: Engineering degree, higher diploma, or recognized trade certification with significant offshore experience.
  • At least 15 years of relevant offshore oil and gas industry experience, especially in supervising offshore construction in active operating facilities.
  • Proven expertise in brownfield modifications, campaign and shutdown management, and offshore construction projects at oil & gas production sites.
  • Strong understanding of offshore construction methods, ability to interpret P&IDs, isometric drawings, vessel general arrangements, and offshore piping layouts.
  • Knowledge of shutdown and campaign planning methodologies.
  • Familiarity with project planning tools such as Primavera P6 and Microsoft Project.
  • Working knowledge of SAP, Electronic Document Management Systems (EDMS), and Microsoft Office applications.
  • Mandatory offshore safety certifications including BOSIET or T-BOSIET and Health & Safety certification.
