Job Overview and Responsibilities

• Monitor daily activities on site covering construction, operations, and maintenance to identify and report unsafe acts, conditions, or hazards.
• Perform routine inspections to ensure proper housekeeping, welfare facilities, and safe working environments are maintained.
• Observe employee behaviors concerning safety and provide immediate coaching and corrective feedback to ensure compliance.
• Promptly report incidents, accidents, near misses, and unsafe situations as they occur.
• Support investigations and root cause analysis following incidents, and ensure effective implementation of corrective and preventive measures.
• Track corrective actions through to completion and maintain detailed records of all incidents.
• Conduct daily safety briefings, toolbox talks, and awareness sessions focusing on job hazards, risk controls, emergency protocols, and safe practices.
• Deliver EHS inductions for new employees, contractors, and visitors, ensuring clear understanding of site hazards, emergency plans, and Veolia’s Life Saving Rules (LSR).
• Promote and assist with safety campaigns and behavioral safety initiatives tailored to the site’s needs.
• Assist in preparing and updating Health & Safety Risk Assessments and Environmental Aspects & Impacts registers.
• Manage preparation and issuance of Permits to Work (PTW) for high-risk tasks, ensuring compliance with client, contractor, and company standards. Ensure PTWs are clearly communicated and displayed on-site.
• Conduct Last Minute Risk Assessments (LMRA) and Job Safety Analyses (JSA) prior to task start when required.
• Carry out thorough inspections of facilities, equipment, and machinery to confirm adherence to EHS standards.
• Verify daily inspections of machines and tools including cranes, forklifts, pumps, cutting/grinding/welding equipment, and lifting gear prior to use, checking validity of color codes, inspection tags, certificates, and licenses.
• Inspect monthly emergency equipment such as fire extinguishers, first aid kits, emergency lighting, eyewash stations, and spill kits; report issues and ensure follow-up.
• Participate in scheduled internal and external EHS audits as directed by the EHS Manager.
• Implement and enforce Veolia Life Saving Rules rigorously across all site operations.
• Apply Veolia High Risk Management Standards (HRMS) in activities involving confined space entry, lock-out/tag-out, working at heights, electrical work, lifting operations, hazardous materials, excavation/trenching, traffic management, and hot work.
• Ensure only qualified, trained, and authorized personnel perform inherently hazardous tasks.
• Coordinate issuance, inspection, and maintenance of Personal Protective Equipment (PPE), monitoring correct and consistent use across the site.
• Regularly check PPE for defects, expiration, and suitability.
• Assist in emergency response efforts such as evacuations, fire incidents, chemical spills, and medical emergencies, and help conduct related drills.
• Monitor subcontractor EHS compliance, coordinate their inductions, PTW processes, risk assessments, and safety briefings.
• Ensure environmentally compliant waste management including segregation, storage, and disposal of hazardous substances like chemicals and sludge.
• Support environmental monitoring and reporting as part of ongoing site management.
• Maintain comprehensive records of all EHS documentation including risk assessments, work permits, inspection logs, incident reports, training records, and environmental registers.
• Compile and submit weekly and monthly EHS performance reports to project management and the QHSE department, ensuring accuracy and regulatory compliance.
• Promote a strong safety culture and facilitate proactive safety behaviors among both employees and subcontractors.
• Promptly identify and rectify unsafe conditions or actions detected during site activities.
• Offer frontline safety coaching and guidance to supervisors, operators, and workers.
• Contribute to continuous improvement initiatives by sharing lessons learned from incidents and near misses.

Qualifications

• A Bachelor's degree in any discipline; degrees related to safety, HSE, environmental science, or similar fields are preferred.
• Minimum 5 years of professional experience in a relevant environment, specifically within water and wastewater Health, Safety, and Environmental Management Systems (HSEMS).
