Manager - General Facilities Readiness

About the Role

As Manager for General Facilities Readiness, you will spearhead enhancements to the delivery and standards of Integrated Facilities Management (IFM) services, ensuring continuous upkeep and readiness of general facilities at Changi Naval Base.

Key Responsibilities

• Lead systemic improvements to IFM service delivery and the IFM contract standards.
• Oversee camp maintenance budgeting as the Commitment Item Manager for Changi Naval Base.
• Monitor general facilities conditions using the Information Technology enabled Facilities Management platform.
• Manage and ensure adequate funding availability for general facilities maintenance as the Unit Resource Officer.
• Ensure governance and compliance with procurement and transaction requirements for building infrastructure projects.

Challenges

• Managing a large and diverse range of general facilities across Changi Naval Base.
• Meeting readiness demands promptly when multiple facilities encounter simultaneous failures by mobilizing IFM contractors and sub-contractors to prioritize critical system repairs.
• Handling ageing facilities with increasing defects, requiring effective budget analysis and prioritization to sustain high facility readiness levels.

Candidate Profile

• Educational background in any discipline is acceptable.
• Familiarity with SAP Enterprise System for procurement and financial operations is a plus.
• Strong communication, interpersonal, and organizational skills for managing various stakeholders including contractors.
• Proven ability to coordinate manpower and resources and to lead a small team efficiently.
• Excellent problem-solving capabilities and independence in handling tasks.
