Role Overview

The Manager - External Programs & Policies (Local Content) will play a crucial role in advancing Qiddiya's commitment to local content integration, supplier development, and ensuring compliance with government policies.

Key Responsibilities

• Develop and implement strategies to enhance local content across Qiddiya projects, aligned with Public Investment Fund and national goals.
• Interpret and monitor local content regulations and government mandates to maintain full compliance.
• Manage documentation, reporting, and analysis related to local content performance and its impacts.
• Work closely with internal teams such as procurement and supply chain to integrate local content targets into operational activities.
• Support the design and execution of supplier capacity-building programs.
• Build and sustain relationships with local suppliers, government authorities, and relevant institutions to promote supplier development and compliance.
• Coordinate with internal teams in preparation for audits and ensure adherence to local content policies.
• Act as a liaison to external stakeholders, including government officials and regulatory bodies.
• Provide training and guidance to teams on local content requirements and best practices.

Candidate Requirements

• At least 9 years of experience in local content management, policy enforcement, or supplier development, preferably in large-scale projects such as construction, infrastructure, or urban development.
• Bachelor's degree is mandatory; advanced degrees like MBA or Master's in Public Policy, Business Administration, or Supply Chain Management are a plus.
• Certifications such as CIPS, CPSM, or CSCP are desirable but not essential.
• Deep understanding of Saudi Arabia’s local content policies, government regulations, and the Vision 2030 framework.
• Demonstrated ability to collaborate effectively with diverse stakeholders and cross-functional teams.
• Strong command of English; proficiency in Arabic is advantageous.
• Previous experience working within the Saudi Arabian business environment is highly valued.
