About the Role
Malhotra Realty Pvt. Ltd., a Ludhiana-based real estate developer known for projects such as The Wilton, Imperial Golf Estate, M Square, and Imperial, seeks a Liaison Manager. This position is responsible for securing all necessary approvals, licenses, and clearances throughout the lifecycle of their projects—starting from land acquisition to project completion and handover. The incumbent will oversee the entire liaison function, ensuring smooth application processes, maintaining strong relationships with relevant departments, and providing clear updates to senior management. The role offers significant field autonomy and direct communication with leadership.
Key Responsibilities
- Oversee the complete approval process for each project, including application preparation, submission, query resolution, and sanction acquisition.
- Manage critical permits such as Change of Land Use (CLU), colonizer licenses, layout and building plan approvals, and revised plan endorsements.
- Secure project-stage NOCs and clearances including Fire NOC, pollution control consents, environmental approvals, tree-felling permissions, and utility connections like water, sewerage, and electrical load sanctions.
- Drive the issuance of completion certificates, partial completion certificates, and occupation certificates.
- Monitor validity periods of all sanctions and licenses, initiating timely renewals.
The role involves regular interactions with diverse departments:
- Development & Planning: GLADA, PUDA, Department of Housing & Urban Development, Town & Country Planning authorities.
- Local Bodies: Municipal Corporation Ludhiana and Municipal Councils handling building, tax, water supply, and sewerage departments.
- Revenue Authorities: DC office, SDM, Tehsildar, Sub-Registrar, and Patwari for land records, mutations, demarcation, and registrations.
- Regulatory & Utilities: RERA Punjab, Punjab Pollution Control Board, Fire Services, Labour Department, PSPCL, and other utility organizations.
- Verify land documents such as jamabandi, fard, mutation entries, and demarcation for acquisitions, supporting legal title verification processes.
- Ensure timely RERA registration and filing quarterly progress returns along with other statutory compliance.
- Stay informed on changes to state policies, building bye-laws, and fees, advising management accordingly.
- Ensure accurate calculation, budgeting, and timely payment of statutory fees with proper receipt documentation.
- Coordinate with architects, consultants, project teams, and legal advisors to compile all necessary documents for departmental submissions.
- Provide early guidance to design and project teams on statutory limitations to facilitate first-time plan approvals.
- Maintain comprehensive project files documenting every application, query, response, receipt, and sanction.
- Prepare and deliver monthly concise status reports to management outlining pending approvals, anticipated timelines, and challenges.
- Conduct all interactions with government agencies lawfully and transparently, ensuring all payments follow official channels with valid receipts in compliance with company code of conduct.
Candidate Profile
- Graduate in any discipline; qualifications in Civil Engineering, Architecture, Town Planning or Law are advantageous.
- 6 to 10 years of direct liaison experience within real estate development, construction, or infrastructure sectors.
- Proven track record independently managing CLU, licenses, layout, and building plan approvals specifically within Punjab.
- Working knowledge of GLADA, PUDA, Municipal Corporation Ludhiana, and revenue offices.
- Strong understanding of RERA, applicable building bye-laws, and development control regulations.
- Proficiency in Punjabi and Hindi, with functional English skills for documentation and internal communications.
- Comfortable utilizing email, Excel trackers, digital filing systems, and departmental online portals.
