Position Summary
The Learning and Development Manager is pivotal in orchestrating and enhancing learning initiatives, skill development, and competency programs across the UK operations, overseeing roughly 4,000 employees. This role involves managing a small team spread across two sites, owning the strategies and frameworks for competency and skills applicable to blue-collar and office-based personnel alike. Additionally, the role supports workforce capability aspects within bids and tenders and represents Bilfinger in industry forums and learning development networks.
Key Responsibilities
- Manage and deliver learning programs and oversee their effective implementation.
- Drive workforce capability development ensuring alignment with organizational needs.
- Administer and continuously improve competency and skills frameworks, including role profiles and assessments.
- Lead leadership development programs within the organization.
- Support bids and tender processes with relevant workforce capability data and insights.
- Manage learning management systems (LMS), ensuring compliance and accurate data reporting.
- Represent Bilfinger externally at professional forums, colleges, universities, apprenticeship networks, and industry events to build partnerships and identify funding or accreditation opportunities.
- Provide comprehensive data and KPI reporting covering training compliance, learning metrics, leadership program completion, competency coverage, skills gap reduction, succession readiness, LMS utilization, stakeholder satisfaction, and bid support effectiveness.
Skills and Competency Management
- Own and maintain the UK-wide competency frameworks and related documentation.
- Support workforce mobilization and planning through competency and skills data.
- Identify critical skills gaps and recommend development strategies.
- Provide detailed competency reporting to stakeholders for informed decision-making.
Bids, Tenders, and Workforce Capability Support
- Contribute capability data, apprenticeship information, competency assurance, and social value commitments to bid submissions.
- Participate in client presentations and audits related to learning and development.
Qualifications and Experience
- Holds CIPD Level 5 certification or an equivalent qualification.
- Extensive experience in Learning & Development roles, particularly within competency framework management.
- Experience managing learning systems, particularly LMS platforms.
- Proven ability to support operational and site-based workforces in learning and skills development.
