Job description
Overview
The Lead Cost Estimator will oversee and direct all cost estimation efforts for both EPC and execution phases within the Oil & Gas or Petrochemical sector. This pivotal role involves generating and verifying detailed classified estimates, leading a specialized proposal and estimation team, and ensuring confidentiality of sensitive information.
Key Responsibilities
- Manage and lead all facets of cost estimation activities across project lifecycles.
- Create, assess, and confirm cost estimates ranging from rough order of magnitude to bid estimates, ensuring adherence to project criteria and industry standards.
- Compile comprehensive cost details including materials, labor, equipment, indirect costs, and contingency plans.
- Develop and maintain cost estimation processes, databases, and benchmarks to aid decision-making.
- Work closely with engineering, procurement, construction, and controls teams to produce timely and accurate estimates.
- Review and provide expert advice on vendor and contractor cost submissions.
- Execute financial risk and sensitivity analyses alongside estimate validation reviews.
- Champion value engineering projects and seek cost reduction opportunities.
- Produce documentation such as estimate bases, cost reports, and presentations for management approval.
- Ensure strict compliance with client standards, internal procedures, and company guidelines for cost estimating.
- Lead and develop a multidisciplinary team including specialists and engineers involved in cost estimation.
- Maintain effective communication with clients, stakeholders, and project managers to support project goals.
Qualifications and Experience
- A minimum of 15 years’ experience in the Oil & Gas or Petrochemical industries with at least 5 years in a senior cost estimation position on major projects.
- Bachelor’s degree in engineering or a related accredited qualification.
- Additional certifications such as those from AACE are advantageous.
Skills & Competencies
- Proven leadership in managing and mentoring teams of engineers and specialists.
- Expertise in cost estimating methodologies, use of estimating software, industry norms, and benchmarking.
- Strong communication and leadership capabilities matched with effective stakeholder engagement.
- Ability to operate efficiently in diverse, multidisciplinary and multicultural project settings.
- Technical proficiency in developing EPC cost structures, conducting risk and variance analyses, and collaborating cross-functionally.
- Advanced skills in MS Excel, understanding of work breakdown structures, and experience with specialized cost estimating tools.
