Job Overview
The Labor Relations Specialist will manage diverse labor relations responsibilities including ensuring labor compliance, coordinating with government bodies, handling employee insurance, and supporting a positive workplace environment to promote employee health and legal adherence.
Key Responsibilities
- Manage staff declarations in the LACMS system covering areas such as branch compliance, onboarding, internal transfers, offboarding, and payroll automation.
- Interact with labor regulators, ministries, and governmental agencies to ensure compliance with labor laws as required.
- Oversee periodic compliance activities mandated by the Ministry of Labor including physical exams, staff election processes, work permit handling, and foreign worker quota submissions.
- Maintain and implement labor relations policies in alignment with local labor laws and internal guidelines.
- Provide consultation and information to employees and their representatives regarding updated labor regulations and procedures.
- Administer annual conflict of interest and non-disclosure agreement processes, including follow-up and reporting for management and compliance purposes.
- Identify insurance providers, negotiate beneficial terms, and manage employee insurance claims.
- Coordinate with HR Business Partner teams regarding labor disputes and legal investigations when needed.
- Propose and support employee well-being initiatives and maintain safe physical working conditions.
- Generate reports and conduct data analysis as required by management.
- Manage medical supplies inventory and ensure proper storage at the HR Training Centre.
- Perform additional tasks as assigned by management.
Qualifications
- Bachelor's degree in human resources management, business administration, law, or related field.
- At least 2 to 3 years of experience working professionally in labor compliance, labor relations, disciplinary procedures, or similar areas.
- Solid knowledge of Cambodian labor laws and regulations.
- Strong organizational, interpersonal, and time management capabilities.
- Effective oral and written communication skills, including negotiation and presentation.
- Proven ability to build and maintain relationships with various stakeholders.
- Self-driven with capacity to work independently and collaboratively within teams.
- Intermediate proficiency in English reading and writing.
- Meticulous attention to detail.
- Competent with Microsoft Office suite, including Office 365, Excel, and Outlook.
