Role Overview
The Human Resources Officer will support the Country Program's HR strategy and operations to achieve high-impact programs for vulnerable populations. This role entails delivering quality HR services in recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding, policy application, staff welfare, and employee administration.
Key Responsibilities
- Assist the HR Manager or Head of Operations in managing HR programs and services within the Country Program.
- Coordinate and support HR processes and service delivery ensuring compliance with agency, donor, and local legal standards while applying best practices.
- Evaluate service requirements and provide effective process support and guidance to managers regarding HR matters.
- Gather feedback on HR policies and processes; participate in reviewing and updating related manuals, guidelines, and tools.
- Support needs assessment for professional development and help facilitate targeted training opportunities for CRS staff and partners.
- Maintain accurate personnel records through physical files and HR information systems in line with CRS, donor, and local regulations; assist with preparing analytical reports on HR data to aid workforce planning and decision-making.
Language and Travel
Fluency in English is required. This position includes traveling up to 20% of the time.
Qualifications and Experience
- Bachelor’s degree in Human Resources Management or Business Administration is required. Equivalent experience combined with HR certifications may be considered in lieu of degree.
- At least three years of HR experience, preferably with international or local NGOs, demonstrating knowledge of HR best practices and standards.
- Familiarity with employment laws, regulations, policies, and labor law specific to the local jurisdiction.

- Experience working in international or local NGOs.
- Possession of HR certification or completion of relevant HR courses.
