Position Overview
We are seeking an HSE Manager based in Doha, Qatar. Reporting directly to the Framework Manager, this role involves establishing, spearheading, and enhancing the Health, Safety, and Environmental functions across operation and maintenance activities, operational sites, and projects. The position ensures compliance with legal, contractual, client, and ISO 45001/14001 standards, proactively manages risks, promotes occupational health and safety excellence, and fosters a strong culture of zero incidents.
Key Responsibilities
- Develop, implement, and continually refine HSE policies, procedures, plans, and KPIs aligning with company, client, contractual, legal, and ISO standards.
- Lead the HSE management system across sites and projects, ensuring controlled documentation and follow-up on corrective and preventive actions.
- Provide strategic and operational guidance on HSE matters to senior leadership, driving visible leadership and a zero incident culture.
- Promote a robust safety culture within all project teams.
- Implement comprehensive risk management, including assessments, job safety analyses, method statements, and environmental risk evaluations.
- Oversee monitoring of high-risk tasks such as permits to work, lockout/tagout, confined space entry, working at heights, lifting operations, electrical, hot work, excavation, and chemical handling.
- Conduct regular site inspections, safety walks, audits, and ensure prompt correction of any unsafe conditions or behaviors.
- Lead investigations into serious incidents, accidents, near misses, and environmental concerns, including root cause analysis and corrective action implementation.
- Maintain and execute emergency preparedness and response plans, coordinating drills and ensuring resource effectiveness.
- Manage environmental aspects including waste, chemical handling, spill response, sludge, wastewater, emissions, noise, permits, and monitoring.
- Identify and mitigate occupational health hazards such as chemical exposure, noise, ergonomics, heat stress, dust, and hygiene risks.
- Supervise contractor HSE management including prequalification, plan reviews, audits, inspections, performance monitoring, and corrective actions.
- Design and deliver HSE training programs, inductions, toolbox talks, awareness campaigns, and competency-building initiatives.
- Ensure compliance registers are maintained, coordinating internal and external audits including regulatory and certification bodies, and follow up on findings.
- Monitor key HSE performance indicators, analyze trends, prepare comprehensive reports to management and clients, and recommend improvements.
- Champion continual improvement via PDCA cycles, benchmarking, lessons learned, and best practice sharing.
- Manage the ISO 45001 and 14001 audit programs efficiently.
- Lead, mentor, and develop the HSE team including Safety Officers, Environmental Engineers, and Coordinators, managing responsibilities and performance.
- Collaborate closely with cross-functional stakeholders including operations, maintenance, projects, procurement, HR, QA/QC, clients, contractors, and regulatory authorities.
- Engage regularly with Ashghal engineers on HSE matters through meetings, correspondence, proposals, and reporting.
Candidate Profile
- Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
- Professional certifications such as NEBOSH IGC are preferred; training in ISO 45001/14001 auditing is advantageous.
- A minimum of 20 years professional experience with at least 10 years in senior HSE management roles.
- Background in water/wastewater, utilities, infrastructure, industrial sectors, construction, or operations and maintenance is highly desirable.
- Strong expertise in HSE management systems, risk evaluation, incident investigation, auditing, environmental management, contractor oversight, and regulatory compliance.
- Proficient understanding of ISO 45001 and ISO 14001 standards with excellent leadership, communication, analytical, and decision-making capabilities.
- Competent in HSE reporting tools and Microsoft Office; fluent in both written and spoken English.
- Proven ability to lead teams, investigations, audits, risk assessments, emergency drills and drive continuous HSE improvements.
- Effective at collaborating with clients, contractors, regulatory bodies, and internal teams.
