Following a major contract award in the Orinoco Belt, one of the largest hydrocarbon basins worldwide, we are expanding our presence in Venezuela and seeking skilled professionals to join our team.
Position Overview
We are looking for an HR Manager based in Caracas, Venezuela to lead and implement our human capital strategies, policies, and procedures. This role involves supporting all HR functions including staffing, development, administration, and ensuring workforce well-being aligned with safe and efficient operations. Full compliance with Venezuelan labor legislation is essential. The HR Manager will report to the Country Manager and collaborate with the XP Human Resources Headquarters.
Main Duties
- Drive organizational transformation during the establishment phase under the new contractual framework (CPPH).
- Provide expert advice to management on workforce planning, organizational issues, and labor relations.
- Ensure adherence to the Organic Labor Law for Workers (LOTTT), its regulations, and the Oil Industry Collective Bargaining Agreement.
- Manage labor union relations, collective bargaining processes, and dispute resolution.
- Act as the company’s representative in dealings with labor regulatory bodies and authorities.
- Oversee labor administration including hiring, payroll, disciplinary actions, and terminations, while mitigating legal risks.
- Plan and execute recruitment for technical, administrative, and management positions.
- Manage personnel mobilization and expatriate onboarding, including immigration and labor compliance.
- Design and manage salary structures and benefits aligned with the Venezuelan oil sector and collective agreements.
- Supervise payroll processes and ensure fulfillment of labor obligations.
- Prepare and control the HR department budget; report key performance metrics to leadership.
- Develop and implement technical training and competency development programs.
- Administer performance appraisal systems.
Qualifications & Expertise
- Bachelor’s degree in Industrial Relations, Psychology, Human Resources, Law, or a related discipline.
- Advanced degree or certification in HR Management, Labor Law, or related management field preferred.
- At least 10 to 12 years progressive HR experience with a minimum of 5 years in leadership positions.
- Demonstrated experience in the Venezuelan oil and energy sector, especially within joint ventures or Production-Sharing Contracts (CPPH).
- Extensive expertise in labor relations with oil industry unions and collective negotiations.
- Experience with oil operations startups or establishing new HR departments is advantageous.
- Deep knowledge of the Organic Labor Law for Workers (LOTTT), Oil Industry Collective Agreements, and labor practices in the hydrocarbon industry.
- Familiarity with labor procedures involving the Ministry of Labor, INCES, IVSS, INPSASEL, and National Housing and Habitat Bank.
- Understanding of the Organic Law on Prevention, Working Conditions, and Environment (LOPCYMAT) and regulatory frameworks of the Venezuelan hydrocarbons sector including CPPH schemes is a plus.
- Proficiency in payroll and Human Resources Information Systems (HRIS).
- Native Spanish speaker with advanced English skills, capable of corporate reporting and collaborating with international partners and expatriates.
- Willingness to travel frequently to operational fields.
