General Manager Human Resources

Overview

This opportunity invites applications from both current Health Service Executive (HSE) staff and external candidates. The General Manager Human Resources position falls under the Management/Admin/ICT category and holds the General Manager 0041 grade. The role is based within the HSE Dublin and South East region, covering several counties including Wicklow, Waterford, South Tipperary, Dublin South, Kilkenny, Carlow, and Wexford, with locations at HSE offices in Carrickmines Park, Dublin 18 and Lacken, Kilkenny.

There is one permanent whole-time vacancy available within the HR function for the Dublin & South East Health Region. Appointment will be at the discretion of the Regional Director of People and may be assigned to either of the specified sites.

Key Responsibilities and Experience

• Operate at a senior level within a complex and large-scale HR function, preferably within the public sector or a similarly regulated environment with multiple stakeholders.
• Deliver and implement comprehensive generalist HR services, offering expert advice and guidance to senior management and operational leaders.
• Lead and manage services or projects in at least two HR specialisms, including but not limited to Recruitment, Contracting & Resourcing Medical Workforce, Workforce Analytics/Planning, HR Employee Relations, Health & Wellbeing, and Learning & Development, demonstrating collaboration across all areas.
• Successfully lead and deliver complex organizational or HR programs involving multiple internal and external parties.
• Work effectively in environments with competing priorities, organizational constraints, and interdependent processes.
• Lead or contribute to change initiatives such as organizational redesign, workforce reform, policy implementation, cultural change programs, and service improvements.
• Participate in or support the development and implementation of HR strategies, workforce planning, and HR policies.
• Maintain knowledge of public sector HR frameworks, employment legislation, industrial relations, and organizational policy contexts.
