Job description

About Saudi Gold Refinery

Saudi Gold Refinery (SGR) is a Saudi-based mining and precious metals firm focusing on refining gold, precious metals, bullion production, and providing enhanced value-added services. Operating within the Kingdom’s mining value chain, SGR aligns with Vision 2030 mining goals and complies with the Ministry of Industry and Mineral Resources (MIM) regulations, as well as Saudi and international standards. The company produces responsibly sourced, traceable, and certified bullion, adhering to LBMA Good Delivery and ISO quality benchmarks, while investing in personnel, processes, and controls.

Role Summary

We are seeking a Feasibility Manager in Riyadh to lead economic and technical assessments of capital projects within downstream operations. This role is pivotal in validating investment opportunities for expansions, lab upgrades, and production improvements through comprehensive financial modeling and technical review. The manager ensures all studies comply with MIM regulations and internal governance policies and reports directly to the Feasibility Director. The position requires translating complex engineering data into clear financial advice for senior leaders and the Board.

Key Responsibilities

  • Create detailed discounted cash flow models to evaluate net present value and internal rate of return for proposed projects.
  • Conduct sensitivity analyses on critical factors like metal recovery and energy expenses to assess project risks.
  • Work closely with process engineers to confirm throughput assumptions for fire assay, cupellation, and electrolytic refining processes.
  • Review technical equipment specifications to validate capital expenditure budgets against current market costs.
  • Incorporate environmental compliance costs and MIM requirements on permits and local content into workforce cost projections.
  • Organize weekly cross-functional meetings with engineering and finance teams to address data discrepancies and align technical assumptions.
  • Maintain a central database of vendor quotations and historical cost indices to support accurate future cost estimates.
  • Identify and quantify risks such as construction delays, commodity price fluctuations, and regulatory shifts, presenting these insights to executive management.
  • Ensure thorough documentation of methodologies, assumptions, and data sources to preserve transparency and audit readiness.
  • Align investment evaluations with the corporate strategy and Vision 2030 priorities for mining development.

Qualifications

  • Bachelor’s degree in Mining Engineering, Geology, Chemical Engineering, Industrial Engineering, or related fields.
  • At least 10 years of experience in feasibility studies, project evaluation, or corporate development within mining or metals industries.
  • Proficiency in complex financial modeling using Excel, including discounted cash flow, net present value, internal rate of return, and sensitivity analyses.
  • Experienced in downstream precious metals operations such as refining, assaying, and bullion production processes.
  • Skilled in managing interdisciplinary teams and integrating inputs from engineering, health & safety, and commercial sectors.
  • Strong understanding of Saudi industrial regulations, particularly environmental permitting and local content compliance.
  • Able to interpret engineering drawings and process flow diagrams to validate operational assumptions and costs.
  • Fluent in English with excellent written and presentation skills for diverse international stakeholders.

Preferred Qualifications

  • Master’s degree in Business Administration or Financial Engineering.
  • Relevant professional certifications such as CFA, PMP, or member of SME.
  • Familiarity with specialized mining software like Whittle or Surpac.

Performance Targets

  • Complete three major bankable feasibility studies for refinery expansion and lab automation projects approved by the Investment Committee.
  • Create standardized cost estimation templates and databases to reduce preparation time by 20%.
  • Achieve CAPEX estimate accuracy within 10% of actual tender outcomes.
  • Implement a robust risk assessment method adopted for all upcoming capital projects.
  • Build effective collaboration with Engineering, Finance, and Health & Safety teams to streamline data gathering.
  • Ensure all results conform to LBMA and MIM standards with minimal need for rework or audits.
  • Forecast operational expenditures for new projects with 95% accuracy in the first year.
