Role Overview
The Payroll Executive or Senior Executive is responsible for ensuring accurate, timely payroll operations while strictly adhering to statutory and university policies. This role is vital for optimizing payroll workflows, maintaining employee satisfaction, and protecting payroll data confidentiality through robust systems and practices.
Key Duties
- Oversee comprehensive monthly payroll processing for all staff categories using SAP SuccessFactors, ensuring statutory and policy compliance.
- Produce and audit monthly payroll reports, including variance analyses and reconciliations.
- Manage CPF submissions, income tax declarations (IR8A, IR21), NS claims, and government leave claims.
- Administer payroll-related employee benefits such as leave payouts, overtime claims, and deductions.
- Maintain payroll system accuracy and employee records up to date.
- Assist with internal and external audits by preparing documentation and addressing queries.
- Coordinate with Finance, external vendors, and statutory bodies for reconciliation and compliance matters.
- Engage in payroll system improvements and HR initiatives, including user acceptance testing and process enhancement.
- Stay informed on legislative changes in payroll regulation, employment law, and best practices.
- Identify and propose payroll process optimizations to boost efficiency and accuracy.
- Offer guidance and support to HR colleagues as needed.
- Contribute to wider HR functions beyond payroll to enhance overall team effectiveness.
Qualifications and Experience
- Bachelor's degree in Human Resource Management or related field.
- At least five years of practical experience in payroll processing.
- Thorough knowledge of Singapore employment laws, CPF Act, taxation, and statutory compliance.
- Strong proficiency in Microsoft Office, particularly Excel.
- Experienced user of HRIS platforms, especially SAP SuccessFactors.
- Meticulous attention to detail with strong analytical skills and ability to handle sensitive information confidentially.
- Collaborative team player capable of independent work with minimal oversight.
- Excellent communication and interpersonal abilities to engage across various levels and departments.
