Overview

The Executive Director of Surveillance and Lending at the Arab Monetary Fund is tasked with ensuring timely and effective financial assistance to member nations while advancing regional economic monitoring, risk evaluation, and policy dialogue. This position spearheads the development and execution of lending strategies, underpins macroeconomic stability through policy-focused surveillance, and integrates risk management within financing operations. Additionally, the role oversees regional technical committees such as the Council of Arab Central Bank Governors and supports institutional capacity enhancement, contributing to economic growth and financial soundness throughout the Arab region.

Key Duties and Responsibilities

  • Align lending initiatives with AMF’s strategic goals to guarantee prompt and effective financial aid to member countries.
  • Expand non-financial support initiatives and externally funded programs to bolster financial stability.
  • Supervise risk exposure in lending, manage arrears, and apply mitigation tactics to avoid defaults and facilitate ongoing financial access.
  • Direct regional surveillance and research projects in line with AMF objectives.
  • Improve regional reporting standards by utilizing data analytics and insights to support economic advancement and financial steadiness.
  • Conduct thorough surveillance to identify and evaluate macroeconomic risks and opportunities, guiding responses accordingly.
  • Enhance financial risk assessment and mitigation methods to comply with best practice standards in lending and economic surveillance.
  • Formulate and monitor policies, programs, and regulations that promote transparency and institutional efficiency.
  • Lead capacity-building efforts aimed at enhancing financial governance across member states.
  • Develop and implement the Surveillance and Financing Department’s strategic and operational plans aligned with AMF’s stability objectives.
  • Manage lending, economic monitoring, and risk reduction initiatives using economic and financial analyses to measure policy impacts and exposure.
  • Collaborate with AMF leadership and stakeholders to strengthen financial assistance frameworks, and oversee the department’s budget for optimal resource utilization and performance tracking.
  • Identify and address risks within lending and surveillance activities, ensuring strict compliance with AMF’s risk management framework, policies, and regulations.
  • Continuously improve policies, procedures, and programs related to financial support and economic monitoring to boost efficiency, transparency, and adherence.
  • Implement ongoing evaluations of surveillance frameworks and financial aid processes, adopting best practices to enhance monitoring, research, and operational effectiveness.
  • Forge robust partnerships with internal and external stakeholders including member states, financial bodies, and policy experts to reinforce economic monitoring and financial stability.
  • Encourage cross-departmental coordination to tackle lending issues, refine risk assessment methods, and improve policy development and recommendations.
  • Represent the AMF at regional and global forums and manage technical secretariat duties for regional committees, ensuring smooth coordination in financial assistance matters.
  • Lead and support departmental efforts to ensure efficient financial surveillance, lending operations, and economic research delivery.
  • Work with HR to attract, nurture, and retain talented professionals, setting clear expectations, providing coaching, and evaluating performance.
  • Promote a culture of responsibility, innovation, and excellence to enhance the department’s effectiveness and outcomes.

Qualifications and Experience

  • At least 15 years of professional experience in macroeconomic surveillance, lending operations, or economic policy development.
  • Demonstrated ability to design and execute financial aid frameworks, regional policy monitoring, and multilateral economic cooperation.

Educational Requirements

  • Doctorate (PhD) in Economics, Public Policy, or a related discipline.

Additional Certifications

  • Certifications in fiscal policy, macroeconomic modeling, or public financial management are advantageous.
