Estimator/Quantity Surveyor - Pre Contract

About the Role

Join Parsons Corporation in Abu Dhabi as an Estimator/Quantity Surveyor focused on Pre Contract activities. This role involves applying established estimating methodologies within projects or programs, while adhering to company and project-specific protocols. The position offers opportunities to participate in both routine and some advanced estimating assignments under guidance.

Key Responsibilities

• Examine design documents and drawings during the Pre Contracts/Design phase.
• Generate material takeoffs and Bills of Quantities (BOQ) in line with approved standards for assigned projects or contracts based on engineering plans and specs.
• Verify takeoffs done by colleagues for completeness, clarity, and accuracy.
• Develop detailed Work Breakdown Structures (WBS) for contracts or project elements to clearly define deliverable scope.
• Identify and define specific scope elements dictated by contract documents and project needs.
• Prepare comprehensive Bases of Estimate (BOE) detailing scope, development methodology, pricing assumptions, escalation, labor/material/equipment rates, exclusions, quality control reviews, and final recommendations.
• Deliver thorough estimates of probable costs aligned with contract terms and conditions.
• Detail costs related to general contract conditions and job execution to support overall contract delivery.
• Use parametric historical data to formulate cost estimates for capital assets with preliminary scope definitions.
• Apply bottom-up estimating techniques and validate with historical contract data when detailed scope information is available.
• Create scope sheets and solicit bids or quotations from potential suppliers using diverse communication channels.
• Support Estimating Leads by collecting, analyzing, and documenting cost data from completed projects, including work activities, productivity, and labor metrics.
• Assess contract documents to identify contractual risks, estimating potential cost and schedule impacts from such risks.
• Collaborate with small estimating teams comprising Estimators and Junior Quantity Surveyors to develop deliverables that align with client expectations.

Candidate Qualifications

• Bachelor’s degree in Engineering, Construction Management, or related discipline, or commensurate experience.
• At least 15 years of relevant experience in estimating activities.
• Over 5 years in Pre Contracts work with reputable designers or consultants in Abu Dhabi.
• Experience with estimating database software tools.
• Proficiency in standard estimating practices within engineering and construction sectors.
• Strong communication skills, both verbal and written, and familiarity with company and project procedures.
• Preferred knowledge of project controls software like Primavera, Estimate/Schedule Transfer tools, Contract Manager, and Document and Materials Control System (DMCS).
• Clear understanding of construction contract commercial documents, including drawings and specifications.
