Responsibilities include examining tender documents, conducting site evaluations, clarifying requirements, collaborating with technical writers and suppliers, and preparing submissions as well as project handover materials.
Key Responsibilities
- Perform in-depth review of Requests for Proposals (RFPs), including reviewing scopes of work, specifications, asset listings, drawings, bills of quantities, service levels, KPIs, contracts, and tender addenda.
- Identify scope gaps, ambiguities, exclusions, dependencies, and commercial risks that impact pricing and project delivery.
- Develop and maintain a compliance checklist to ensure all tender requirements are addressed within estimates.
- Participate in Job Explanation Meetings, pre-bid meetings, and client clarifications, preparing and tracking tender queries with necessary updates incorporated.
- Conduct site visits across Saudi Arabia to assess conditions, asset counts and status, operational necessities, access constraints, existing resources, and service challenges.
- Validate tender information with site observations and document additional factors that might influence costs or execution.
- Prepare comprehensive site visit reports including findings, photographs (where permitted), discrepancies, identified risks, and pricing implications.
- Prepare detailed cost estimates covering all facilities management services such as MEP maintenance, civil works, cleaning, landscaping, pest control, waste management, etc.
- Create manpower plans considering scope, asset numbers, service frequency, productivity, working hours, shifts, and relief coverage.
- Estimate all direct and indirect costs including labour, materials, consumables, spare parts, equipment, tools, vehicles, subcontractors, accommodation, transport, mobilization/demobilization, and site overheads.
- Incorporate escalation, contingencies, contractual commitments, and pricing risks collaboratively with the Estimation Manager.
- Gather and analyze supplier and subcontractor quotations for technical compliance, completeness, exclusions, validity, and commercial terms.
- Benchmark estimates against historical projects, operational feedback, and market prices, devising cost optimization options while ensuring service level compliance.
- Maintain detailed records of quantities, assumptions, calculations, quotations, and the cost basis.
- Work closely with Technical Writers to ensure accuracy and completeness of technical proposals, aligning methodologies, manpower schedules, organization charts, equipment lists, and mobilization plans with priced scopes.
- Resolve inconsistencies between technical and commercial submissions prior to tender submission.
- Coordinate with Operations, Procurement, HR, Finance, and technical experts to verify assumptions and feasibility.
- Participate in estimation review meetings, present estimates and assumptions, discuss cost drivers, exclusions, risks, and proposed optimizations.
- Prepare summaries and pricing schedules aligned with client formats, ensuring consistency and version control.
- Support post-tender clarifications, revised pricing requests, and commercial negotiations.
- Develop and present technical presentations to explain scope understanding and proposed solutions to internal teams and clients.
- Prepare and hand over detailed cost estimation breakdowns, budgets, manpower, equipment, subcontractor allowances, quotations, assumptions, exclusions, and risks to the Project Management Office (PMO) after project award.
- Engage in project handover meetings to ensure smooth transition and clarity on scope and budget.
- Integrate feedback from completed projects to enhance future cost estimation accuracy.
