EMEA Payroll Compliance Manager

The EMEA Payroll Compliance Manager will be part of an expanding group of payroll and employment tax experts at TikTok, responsible for employment tax reporting and compliance tasks across the EMEA region. This role includes providing practical employment tax guidance to internal teams and contributing to process enhancements and transformation projects. We seek a candidate with hands-on experience in employment tax advisory and the capability to independently manage compliance filings.

Core Responsibilities

• Develop and implement a comprehensive payroll compliance framework for EMEA, ensuring country-specific detail and regional consistency.
• Stay abreast of payroll compliance and regulatory changes across the region, communicate their effects on payroll and business processes, and revise policies accordingly.
• Guarantee payroll operations follow all applicable labor, tax, and other legal requirements.
• Align compliance frameworks with real-world operations across various countries, legal entities, and payroll delivery approaches.
• Create and maintain detailed country-level payroll compliance documentation covering statutory payroll, employment taxes, social security, and reporting norms.
• Convert regulatory updates into actionable, country-specific operational guidelines, adjusting processes, systems, and controls as needed.
• Provide expertise on payroll compliance to support automation, system development, and deployment efforts.
• Engage with governmental and regulatory agencies as necessary to ensure compliance.
• Collaborate with HR Technology, Product, and Legal teams to enhance payroll systems in line with compliance demands.
• Lead audit responses, compliance reviews, and handle regulatory inquiries throughout the region.

Required Qualifications

• Bachelor’s degree in Finance, Accounting, Business Administration, Human Resources, or a related discipline.
• A minimum of five years of extensive, practical experience in payroll and tax compliance across EMEA.
• Proven track record in performing internal risk assessments focused on payroll compliance.
• Strong expertise in payroll compliance, payroll administration, and tax consulting.
• Experience managing payroll tax audits and resolving complex taxation issues.
• Ability to establish frameworks and documentation independently in unclear or evolving contexts.
• Deep knowledge of EMEA payroll and HR systems such as Workday and ADP GlobalView.

Preferred Qualifications

• Experience with payroll system upgrades or tax compliance audits.
• Background working with government payroll tax or regulatory bodies.
• Relevant payroll certifications, e.g., CIPP.
