Position Overview

The Deputy Representative acts as a key leader in designing and executing the UNFPA country programme, collaborating with governments, UN agencies, civil society, and other partners to advance the 2030 Agenda. This role entails managing day-to-day operations of the Country Office and supervising assigned staff.

Role Impact

UNFPA leads efforts ensuring every pregnancy is planned, every childbirth safe, and every young individual empowered. The Strategic Plan 2026-2029 guides efforts towards the ICPD goals and the Sustainable Development Goals, emphasizing family planning, maternal health, gender-based violence prevention, and demographic adaptation through rights-based approaches.

Key Responsibilities

• Lead and oversee the development, implementation, and monitoring of the Country Programme using demographic and socio-economic data.
• Analyze national trends and adjust UNFPA's strategies accordingly.
• Expand UNFPA’s portfolio to include new strategic initiatives within its mandate.
• Ensure quality standards for project delivery and incorporate lessons learned through rigorous monitoring and evaluation.
• Integrate UNFPA’s core mandates within humanitarian preparedness and response plans.
• Develop national capacities to fulfill ICPD commitments, identifying gaps and providing technical assistance.
• Strengthen national research and data analysis capabilities for evidence-based policy making.
• Promote health system improvements to facilitate universal access to sexual and reproductive health services.
• Encourage policy and legal development focusing on rights-based frameworks.
• Maintain continuous dialogue with national partners to support ICPD agenda implementation.
• Foster innovative thinking and knowledge sharing within the office and region.
• Build and sustain collaborative relationships with government and development partners.
• Advocate for ICPD integration in national policies and coordination within UN frameworks.
• Lead resource mobilization efforts and secure funding by engaging donors and partners.
• Oversee management of office resources, staff guidance, and performance appraisal.
• Support emergency preparedness and ensure compliance with security standards.
• Perform other tasks assigned by the Country Representative.

Educational and Professional Qualifications

• Postgraduate degree in Public Health, Medicine, Sociology, Demography, Gender Studies, International Relations, International Development, Economics, Public Administration, Management, or related field.
• Minimum 10 years of progressive professional experience in public administration and international development, including programme design, appraisal, and management.
• At least 8 years' experience in population and development, sexual and reproductive health, or humanitarian work internationally.
• Strong skills in aligning programme objectives with national priorities.
• National and international experience in advocacy, policy dialogue, and communication.
• Proven leadership in managing teams to achieve impactful results.
• Field experience, especially in developing or humanitarian contexts, is essential.
