About the Role
The Chandler Governance Group (CGG) is seeking a full-time Deputy Director specializing in Data Analytics and Research. This leadership position involves overseeing a suite of indices and analytical tools designed to assist governments worldwide in evaluating, benchmarking, and enhancing their performance. You will join during an exciting phase with a growing portfolio, including the flagship Chandler Good Government Index, the newly launched Regional Governance Success Scorecard funded by the Gates Foundation and piloted across 514 Indonesian local governments, and the Future-Ready Governance Index initiated by UNDP which leverages AI to assess future-oriented governance capacities across Asia and the Pacific. This role reports to the Director (Knowledge).
Primary Responsibilities
- Manage and drive the development of both new and existing data products by setting strategic methodological directions and resolving complex technical challenges.
- Expand and refine the application of AI throughout the measurement processes, including automated evidence collection, scoring, and data processing, ensuring outputs are accurate and reproducible.
- Ensure the methodological integrity and public credibility of all team data outputs by evaluating and critiquing internal and partner contributions.
- Lead, mentor, and supervise professional staff, adjunct researchers, as well as interns, while strengthening the team's analytical and technical proficiency.
- Oversee multiple project budgets, timelines, and deliverables to guarantee successful simultaneous project execution.
- Represent the organization in external engagements with partners, experts, and government stakeholders, fostering relationships that support data-related initiatives.
Experience and Qualifications
- Possess an advanced degree in statistics, data science, economics, public policy, political science, mathematics, or another related quantitative field.
- Have 10 to 15 years of relevant experience with a minimum of four years in roles involving team or project leadership accountable for results.
- Proven expertise in integrating AI into research and data workflows, with a capacity to validate and rigorously test AI-derived results.
- Experience working within government settings is strongly preferred.
- Background in formulating composite indices is considered a significant advantage.
Skills and Attributes
- Highly adaptable intellectual capacity to quickly understand novel public policy domains and devise robust measures for evaluating government capabilities.
- Strong proficiency in statistical methods for composite measurements, including command of tools such as R, Stata, or equivalents, along with maintaining reproducible and version-controlled workflows.
- Sound decision-making skills regarding methodological compromises, with confidence to defend or adjust approaches under expert review.
- Demonstrated leadership maturity and resilience to guide a small but high-performing team under continuous delivery demands.
