Data Specialist

Position Overview

The role involves delivering a solid and verifiable evidence base that supports the outputs of the project regarding Liberia's Nationally Determined Contributions (NDC) support. Key deliverables will include a comprehensive partner mapping matrix referencing sources for NDC initiatives in Liberia, detailed technical documentation of an inclusive consultation process with participant records, and a validated climate-finance database underpinning the updated NDC Investment Plan. The specialist will also provide technical documentation from national validation workshops and offer technical guidance to the Environmental Protection Agency (EPA), Ministry of Finance and Development Planning (MFDP), and sectoral focal points throughout the draft review and final approval stages of both plans.

Qualifications and Expertise Required

• A minimum of a Bachelor's degree in public policy, economics, environmental management, development studies, finance, or related disciplines.
• A Master's degree in environmental science, climate change, natural resource management, development studies, statistics, public policy, or similar fields is preferred.
• At least 9 years of senior-level experience advising government entities and development agencies in Liberia on climate change, environmental, or sustainable development programs.
• Extensive knowledge of Liberia's priority sectors according to the NDC, such as agriculture and food security, forestry and land use, coastal zone protection, water resources, energy, waste management, and transport.
• The ability to convert sector-specific mitigation and adaptation goals into financially viable and costed investment priorities.
• Proven expertise in designing data collection systems suitable for national or international development projects and preparing technical contributions for high-level, multi-stakeholder consultations.
• Track record of producing authoritative documentation and analytical reports, as well as compiling, validating, and assuring the quality of project-related data and managing well-referenced structured datasets.
• In-depth familiarity with Liberia's institutional framework relevant to NDC implementation and climate finance, including the EPA, MFDP, line ministries, and county authorities.
• Experience in supporting technical assistance initiatives led by the United Nations, NDC Partnership, or other donor organizations within Liberia is highly desirable.
• Strong understanding of Liberia's environmental and climate governance frameworks, including policies on climate change, biodiversity, and sustainable development.
• Excellent skills in report writing, analysis, and communication.
