Role Overview

A confidential opportunity exists for an experienced Cyber Security Manager to join a regulated financial services organization in Dubai. This role is vital within a technological environment where security, regulatory compliance, and business agility must coexist effectively.

Responsibilities

  • Lead the organization's cyber security strategy and governance framework.
  • Ensure compliance with UAE Central Bank (CBUAE) regulatory standards and cyber security expectations.
  • Collaborate closely with Technology, Risk, Compliance, Internal Audit, and business leaders.
  • Maintain cyber security controls that protect the organization without impeding innovation or operational speed.
  • Develop and uphold security policies, standards, risk assessments, and control frameworks.
  • Oversee identification, remediation, and reporting of cyber risks.
  • Support regulatory audits, examinations, and remediation activities.
  • Manage security incidents, ensuring proper response and recovery procedures.
  • Partner with technology teams to integrate security into architecture, applications, infrastructure, and changes.
  • Provide clear, commercially oriented advisory to senior leadership regarding cyber security risks and priorities.

Candidate Profile

The ideal candidate will possess direct experience in financial services with a focus on payments, ideally within merchant acquiring. Experience within a Payment Service Provider (PSP) environment and familiarity with UAE Central Bank regulations are critical.

  • Extensive cyber security leadership experience in financial services.
  • Proven experience in payment services or PSP environments, particularly merchant acquiring.
  • Strong understanding of UAE Central Bank (CBUAE) regulatory cyber security requirements.
  • Deep knowledge of cyber security governance, technology risk, and regulatory controls.
  • Experience working in a matrixed technology organization.
  • Ability to engage effectively with senior stakeholders across Technology, Risk, Compliance, and business functions.
  • Pragmatic and commercially aware approach to cyber security challenges.

Additional Information

This position mandates hands-on experience with payment service providers and direct engagement with UAE Central Bank regulations. Candidates lacking these specific credentials may not be suitable.
